Description
The Indian Health Service (IHS) is conducting a SOURCES SOUGHT to identify potential vendors capable of performing the tasking described within this notice.� This notice is intended strictly for market research to determine if a 100% set-aside for Indian Small Business Economic Enterprise (ISBEE) or Indian Economic Enterprise (IEE) Firms or if a 100% set-aside for Small Business concerns can fulfill the requirements set forth in this Sources Sought Notice. Firms are requested to respond to this announcement as directed below. Based upon the responses received from ISBEE/IEE businesses, consideration will be given to determine if this acquisition can be set-aside for ISBEE/IEE business competition. Please consider providing a response if you are interested in this future opportunity. The associated North American Industry Classification System code is 562112 and the small business size standard is $41.5 million.� � PURPOSE OF THIS SOURCES SOUGHT The purpose of this sources sought is to conduct market research pursuant to FAR Part 10 to identify businesses capable of performing the work and to identify sources, including company's business size classification (Native American/Indian-Owned Businesses, 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses). Responses to this source sought will be used by IHS to influence acquisition decisions, which may include: type of set-aside, type of procurement process, and which acquisition procedures are best suited for this procurement. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS SOURCES SOUGHT NOTICE. THIS IS NOT A SOLICITATION FOR PROPOSALS.� Respondents will NOT be notified of the results of this Sources Sought Notice.� No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information requested. Please note that a decision not to submit a response to this Sources Sought Notice will not preclude a vendor from participating in any future solicitation. SUMMARY OF SCOPE The Fort Belknap Service Unit (FBSU) requires regulated medical waste removal services at its Fort Belknap Hospital, Harlem, Montana, and Eagle Child Health Center, Hays, Montana sites.� As a federally owned health care facilities accredited by The Joint Commission, FBSU abides by federal and state requirements for properly disposing of regulated medical waste generated by the FBSU programs. Removal services includes complete pick-up, transportation off-site, destruction and disposal, and manifest documentation of services for regulated medical waste generated at the Harlem and Hays locations. Regulated medical waste disposed of at the IHS facilities will contain certain amounts of anatomical remains. All regulated medical waste is to be disposed of according to Montana Infectious Waste Management Rules and Laws, and any authority having jurisdiction for states where the waste may be transported to, treated in, or disposed in.� Services are to be accomplished in accordance with the principles and ethics established by The Joint Commission, Occupational Safety and Health Administration (OSHA) regulations, and the policies, procedures, and regulations of the IHS or any other regulation required for off-site disposal of regulated medical waste. �The average number of totes removed for a typical pickup at the Fort Belknap Hospital is 15 28-gallon containers, and the average number of totes removed for a typical pickup at Eagle Child Health Center is five (5) 28 gallon containers.� The regulated medical waste is stored in exterior waste sheds at Fort Belknap Hospital and Eagle Child Health Center.� Each bin is removed and replaced at time of pick-up. All necessary storage and transportation containers and packaging materials (tubs/bins/totes/red bags) for collecting the regulated medical waste is to be provided.� All containers are guaranteed to be locked to prevent spillage of contents and not opened until destruction. �The Facility Manager or his /her designee visually verifies all quantities collected and sign the pick-up manifest.� All collected regulated medical waste will be handled in such a manner that guards the privacy of the patients of the IHS. ? Company Information: Company name, website, physical address, SAM UEI Code number 2. Point of Contact: Contact name, phone number, and E-mail address 3. If a solicitation is issued, will your firm/company be submitting a proposal?� Indicate Yes or No 4. Type of Business: Native American-owned (IEE/ISBEE)**, SBA certified 8(a), SBA Certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB), and/or Small Businesses (SB). For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov. **For Indian owned business, the contractor shall complete and submit Attachment 1: IEE Representation Form (Jan 2022). Submit information for services provided by your firm within the last seven (7) years that are similar to the work that will be required.� Firms shall include the following information: a. Contract value, location, dates of service for each site; b. Indicate whether the site is federal, state, tribal, or other; and c. References/Agency point of contact (telephone number and e-mail address) for each submission.� All information received in response to this sources sought that is marked proprietary will be handled accordingly.
