Description
The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Honeywell Building Solutions, for the following requirement: Statement of Work Provide all labor and materials to perform service on the existing Honeywell campus system as described in detail below. All hours must be tracked and verified on a monthly basis. Contract Labor Front End Management. Honeywell updates. Checking EBI server logs for irregularities and errors. Run reports on 10 most frequent alarms. Bi-weekly redundant server manual fail overs and reboots. Defragmentation of all hard drives. Check and maintain registry. Security / Access control (PCSC) system test and inspect (performed quarterly on a rotating basis all devices will be touched at least once a year). Card Access Panels. Test or change batteries (batteries excluded). Check condition of panels. Clean, check and inspect terminations. Clean panels as necessary. Check voltage. Verify circuits. Verify and provide as-built drawings and schematics are within access control panel. Card access Control Points. Test all points from field to EBI server A and B including graphics. Verify condition of points in field. Check resistors. Card access power supplies. Test or change batteries (batteries excluded). Clean, check and inspect terminations. Check voltage and proper operation per point. Access Control Panels Administration and paperwork. Verify quick builder points and modify as necessary. Verify programming and fine tune as necessary. Security Panels Test or change batteries (batteries excluded). Check condition of panels. Clean, check and inspect terminations. Clean panels. Check voltage. Verify circuits. Security Points. Test all points from field through EBI servers A and B including graphics Verify condition of points in field Check resistors Security Panels. Administration and paperwork with reports to V.A. Verify quick builder points and modify as necessary. Verify programming and fine tune as necessary. HVAC Controller HC-900 controller check for normal operation verify all modules are operating normally update as necessary. XL controllers shall be check for normal operation verify all modules are operating normally update as necessary. Provide preventive maintenance (PM) for all Honeywell controls. Cameras. Verify normal operation of each camera to include PTZ and pre-set setting. Verify cameras storage requirements of 90 days of online storage. Verify ability to retrieve video clips from archives. Network Documentation Updates & Health check. Health check (does not include repairs of network components or upgrades of any type). Typical activities associated with the Health Check include: System network / architecture drawing updates shall be provided with any changes to network infrastructure as provided for this contact. Management of DHCP server (which provides IP addresses) and static IP reservations (to assure no duplication of devices) until such time domain migration occurs. Provide written living document to V.A. as changes occur. Provide all update as necessary to servers and network switches. Equipment and Labor Allowances. A $13,500.00 dollar allowance is intended to cover material and labor needs at the discretion of customer. Togus can use allowances on a planned or emergency basis. Cost beyond equipment allowance price will be billable to customer. Virtual Environment Maintenance, Updates and Services: Critical Care- Domain Controllers (2), HP DL380 (3), VMware (2), Windows 2008/12 Srvr (2), Veeam Monitoring - Domain Controllers (2), HP DL380 (3), VMware (2), Windows 2008/12 Srvr (2), Veeam Event Watch - Domain Controllers (2), HP DL380 (3), VMware (2), Windows 2008/12 Srvr (2), Veeam Veeam premium maintenance & support, including 24 x 7 phone and e-mail support, 1 hour response and software maintenance. Network administration: Shall be provided with (3 hr/mo remote and 1 full day on site as needed for a fully operational network). Period of Performance: one year. No options. EVENTWATCH Managed Firewall Maintenance. McAfee software updates and software license shall be kept current during maintenance contract period. The agreement qualifies Togus for a priority response (Honeywell technician to call within 1 hour and typically 4 hours for site arrival or as determined with customer). 24 x 7 x 365 monitoring which upon an event will trigger an alarm to Honeywell and initiate a service call as necessary. No one at Togus is required to call in a service call on monitored network issues / problems. VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors 1. Contractor employees who work in or travel to VHA locations must comply with the following: a. Documentation requirements: 1) If fully vaccinated, shall show proof of vaccination i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination 2) If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test. 3) Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. 4) Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the following website: COVID-19 Screening Tool. Regularly check the website for updates. a. Contractor employees who work away from VA locations, but who will have direct patient contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 3. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. The NAICS code for this requirement is 561210 . Honeywell Building Solutions is the only contractor capable of providing the required services. The system installed throughout the Togus, ME campus is Honeywell. This runs all security, building automation and video management for the site. Honeywell Building Solutions the only source for work due to internal firewalls, software setup on Honeywell systems required, and server programming that must be done. All Honeywell items are required to be done by the Honeywell representatives themselves to maintain current warranties and ensure security of the system from outside sources. Honeywell Building Solutions is the only company authorized to perform the work on their systems without consent. This is for the continued service of a major system that is highly specialized due to multiple buildings being on one front-end user interface. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement must clearly identify their capability to do so in writing by April 22, 2022 at 5 pm EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
