- The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Huron Research Consulting Group based in Buffalo, NY on behalf of the VA Pittsburgh Healthcare System (VAPHS). The requirement is to provide Institutional Review Board (IRB) information migration from a Protocol Submission Portal and Electronic Communications Tracker which is currently in use. Huron Consulting is the manufacturer of the system. The specific work to be performed includes: VAPHS PROCESS Take copy of the ProSPECT Production store. Restore it onto the IRB Staging store self-hosted by VAPHS. Run clean up scripts to remove proprietary data. Take a new backup of the clean IRB Stage store and sFTP and send to vendor for processing. TASKS Vendor shall: Provision a temporary VM server at OS 2012 and SQL 2014. Install Portal at 6.2.7 and create a new store using a Portal Administration Manager Tool. Restore that clean copy onto that new store. Complete first mock upgrade iteration and identify issues. If needed install TFS and hook up the store on temp VM to source control in order to patch items to the VA hosted Stage store. Complete second mock upgrade iteration and log timings for each task to get a better sense of the actual upgrade process. Hand over the upgrade checklist along with vendor published upgrade documentation to VAPHS Vendor shall assist the VA: VAPHS to spin a server at OS 2019 and SQL 2019. Install Portal at 10.0.2 and create a new store. Complete a mock upgrade on a copy of Production 6.2.7 store first. Set up ad-hoc meetings with Huron as needed to troubleshoot issues. Schedule the actual in-place upgrade to Production. Backup the upgraded store at 10.0.2. Restore the store to the new store created in #2 above on the server with OS 2019 and SQL 2019. The requirement will take place at a VA facility Pittsburgh, PA. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Thursday, April 21, 2022, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
