Description
AMENDMENT 01: The purpose of this amendment is to complete the following: 1. Provide responses to questions posed by industry; and, 2. Extend the RFI submission date to May 02, 2022. The following are the questions and FAA responses to questions posed by industry: Q1. When (e.g. Q1 GFY23) does FAA expect to begin its CRADA PCARS activities? ANSWER: The PCARS CRADA has an anticipated start in the Summer of 2022. Q2. How long (e.g. 12-18 months) does FAA envision the CRADA lasting? ANSWER: The CRADA duration is anticipated to be approximately 18 months. Q3. Similar to conditions stated in the ADS-B Version 3 Avionics RFI that FAA (AAQ-210) issued in Oct-Dec 2021, will the FAA consider contributing funding in support of non-recurring engineering work to develop/certify optional DO-260C capabilities (e.g. RS or LPDC encoding algorithms)? ANSWER: The FAA is statutorily prohibited from providing funding under any CRADA resulting from this RFI (Ref:15 U.S. Code 3710a). Should the Agency have a future requirement to fund non-recurring engineering work regarding DO-260C capabilities (e.g. RS or LPDC encoding algorithms), the appropriate acquisition strategy and vehicle would be pursued. INITIAL POSTING: The Federal Aviation Administrations (FAA) Surface and Secondary Surveillance Branch, ANG-E54 located at the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ is seeking to identify Collaborative Partners (CP) that have experience with design, development, deployment, and operational use of Automatic Dependent Surveillance Broadcast (ADS-B) radio stations for terrestrial and/or space use. In accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine industry interest for, and capability of entering into, a Cooperative Research and Development Agreement (CRADA). See attachment for detailed description.
