1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. 1.A. Project Title: Purchase of Auto Scrubbing Equipment 1.B. Project Location: VA Tucson Healthcare System Located at 3601 S 6th Ave Tucson, AZ 85723 1.C. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26222Q0673 1.D. Set Aside: This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 1.E. Applicable NAICS code: 339999 1.F. Small Business Size Standard: 500 Employees 1.G. Type of Contract: Firm Fixed Price 1.H. Delivery required as soon as possible 2. Submit written offers in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted. Complete and submit enclosure 1 via email no later than 11am 04/26/2022 to David Odne; david.odne@va.gov. Ensure the following are completed and/or included in the offer packet: 2.A. Scope: The purpose of this Statement of Work (SOW) is to outline the tasks and responsibilities of the vendor. 3.1. The Contractor will be responsible for providing auto scrubbing equipment with the salient characteristics listed below. 4. Place of Performance: VA Tucson Healthcare System Located at 3601 S 6th Ave Tucson, AZ 85723 5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 Effective January 30, 2022. The following provisions and clauses apply to this solicitation and can be found in enclosure 1. 5.a. FAR 52.212-1, Instructions to Offerors Commercial Items 5.b. FAR 52.212-2, Evaluation Commercial Items 5.c. FAR 52.212-4, Contract Terms and Conditions Commercial Items 5.d. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items 5.e. FAR 52.217-6 Option for Increased Quantity 5.f. VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside 5.g. VAAR 852.219-74, Limitations on Subcontracting Monitoring and Compliance 5.h. Contractor is to order and store at contractor s expense any long lead delivery items that can delay or impede the completion of this work. 6.a Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee. 6.b. In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as Legal Federal official holidays New Year s Day January 1st Martin Luther King s Birthday Third Monday in January President s Day Last Monday in January Memorial Day Last Monday in January Juneteenth June 19th Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veteran s Day November 11th Thanksgiving Day Fourth Thursday in November Christmas Day December 25th 6.c. Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer. 6.d. Payment: Payment will be made upon receipt of a properly prepared invoice which references the period for which payment is due, the contract number and/or assigned purchase order number. The invoice must include the correct payment address. 6.e. Waste Removal: The contractor is responsible to remove and properly dispose of all waste related to the services provide on-site at all VA facilities. 6.f. Failure to carry out the above procedures will be considered as a failure to document the service visit and will constitute a failure to perform. 6.g All shipping costs will be included in the cost of the contract. Salient Characteristics SC500 and SC1500 REV The following snippets below are the overall specifications of the auto scrubbing equipment. Please note that the SC1500 has the same specifications as the SC500 REV with the difference of the SC1500 REV being a stand on machine where the SC500 REV is a walk behind machine. Key operational characteristics needed: Revolutions per minute SC500 155rpm- The faster revolutions allow for a deeper cleaning provided it does not exceed the speed/pressure where it would harm the floor finish. The average advertised speed of most equipment are at or around 150rpm for base rotary walk behind scrubbers. SC1500 2250rpm ORBITAL / 30rpm pad- High speed orbital brushes have proven to provide a cleaner surface while being gentler to the finished area. The 30rpm pad movement compliments the 2250rpm feature for maximum friction while being gentle to the finished surface. Brush pressure SC500 33/66 lb.- Light pressure of up to 50 lb. allows for a deep clean with little worry on both newly finished and fully cured surfaces. SC1500 REV 49/66 lb.- Light pressure of up to 50 lb. allows for a deep clean with little worry on both newly finished and fully cured surfaces. Continuous run time SC500 and SC1500 REV- 5 hours- Both machines have a continuous run time of up to 5 hours. Minimum acceptable continuous run time needed to complete at least the main corridors of the facility. Productivity (total estimated square feet covered on a full charge) SC500 and SC1500 REV 24,552 square feet- Minimum acceptable square footage needed to complete at least the main corridors of the facility. Sound level SC500 60 dB Silent mode / 63 dB Normal mode- Quiet operations to utilize equipment in any shift. SC1500 61 dB Silent move / 65 dB Normal mode- Quiet operations to utilize equipment in any shift. Maintenance package Maintenance package for the first year allows for the following: Immediate repairs on equipment in the event they are damaged or not working Provide services without having to return equipment for replacement Allow for services in the interim of the 1-year period to give us a year to place a maintenance contract BU800 20BT and Chariot 2 iGloss 20 Key operational characteristics needed: Revolutions per minute BU800 20BT 2000 rpm- The 2000 rpm speed is crucial in providing the optimal friction needed to revitalize dull floor finish Chariot 2 iGloss 20- The 2000 rpm speed is crucial in providing the optimal friction needed to revitalize dull floor finish Pad pressure BU800 20BT Self-regulating up to 30 lb.- Key feature in ensuring floor finish does not get burned/removed while going over non flat/smooth surfaces Chariot 2 iGloss 20 Electronic raising and lowering burnisher deck- Key feature in ensuring floor finish does not get burned/removed. The automatic raising and lowering of the pad ensure the entire finished surface is burnished for an even shine throughout. Productivity BU800 20BT 17,600 ft/hr.- Practical polishing rate of 17.5k square feet an hour allows for ideal square footage/hr. once the floors have been properly cleaned. The traction motor allows for the machine to be self-propelled between 0 240 feet per min. Ideal to ensure all staff can utilize the machine and not manually push to burnish the floors Chariot iGloss 20 12,000 ft/hr.- Practical polishing rate allows for ideal square footage per hour once the floors have been properly cleaned. Able to pivot 360 degrees allowing for easy maneuvering and its compact size is ideal to burnish any corridor Sound level BU800 20BT 68 dB- Sound levels below 70 dB to allow for quiet operations at any shift Chariot 2 iGloss 62 dB- Sound levels below 70 dB to allow for quiet operations at any shift Maintenance package Maintenance package for the first year allows for the following: Immediate repairs on equipment in the event they are damaged or not working Provide services without having to return equipment for replacement Allow for services in the interim of the 1-year period to give us a year to place a maintenance contract. Waxie VERSA Lithium-Ion Key operational characteristics needed: Tank size- Water tank 16 gallons- large water tank to allow weekly servicing to other areas as needed. Vacuum Tank 18.2 gallons- larger containment size than water tank to facilitate any spills or liquid overflow if tasked to clean areas with leaks. Spray time- 1 Gallon per minute- Allows both chemical application and rinse cycles to have proper amount of product/chemicals Pressure 500 psi- Allows for efficient and predictable sprayer output. Intensity of spray also assists in the removal of stubborn surface soil Metered tip- 5 settings- Allows for various pressure and fan settings for desired coverage needed HEPA blow feature- Feature allows for quick drying of surface area after cleaning. Comes with a replaceable HEPA filter 12. Viper Venom 20 floor scrubber Key operational characteristics needed: Pad Speed- 175 rpm Moderate speed to provide deep cleaning of surface area and remove scuff marks and stains on a large variety of flooring Maintenance package Maintenance package for the first year allows for the following: Immediate repairs on equipment in the event they are damaged or not working Provide services without having to return equipment for replacement Allow for services in the interim of the 1-year period to give us a year to place a maintenance contract.
