- April 19, 2022 Posting: The purpose of this posting is to answer questions submitted.� There are no changes in the requirement or time and date which quotes are due. Section 2.2 The contractor shall be self-sufficient in the ability to prepare, deliver, and maintain proper temperatures for all food. The contractor shall be responsible for proper cleaning along with proper handling and storage of all items used for consumption and/or service. QUESTION 1:�Does the government require the contractor to set-up food upon delivery?� ANSWER 1: NO QUESTION 2: Does the government require the contractor to serve the meal to attendees on-site? ANSWER 2: NO QUESTION 3: Does the government require the contractor to clean upon the completion of the meal service? ANSWER 3: No Section 8.1�The contractor shall furnish paper goods, meal containers to package meals.� (To clarify the government wants meals delivered individually not a catered meals service) QUESTION 1: Does the government require the contractor to deliver food in individual single-serve packages? ANSWER 1: YES QUESTION 2: Does the government require the contractor to deliver food in full-size sheet pans? ANSWER 2: No, individual packages. QUESTION 3: Will the government set-up the meals once delivered by the contractor? ANSWER 3: No QUESTION 4: Will the government serve the meals once delivered by the contractor? ANSWER 4: Yes QUESTION 5: Will the government be responsible for clean-up of the meal service upon completion? ANSWER 5: Yes -------END OF Posting April 19, 2022------ 1.�� �GENERAL INFORMATION: A.�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� B.�� �The 91st Cyber of the Virginia Army National Guard (VaARNG is seeking to purchase high quality, hearty and filling Breakfast and Lunch during Individual Drill Training weekends (IDT) for period of 14 May 2022 to 30 September 2022. With option year one 01 October 2022 to 30 September 2023.� Option year two 01 October 2023 to 30 September 2024. See 91st Cyber drill count chart for location and meal counts. Service is requested at the following location:� 6105 Goethals Road Fort Belvoir, VA 22060 and for October drill 18272 AP Hill Drive, Bowling Green Va.� C.�� �The Government will award a Firm Fixed-Price Contract(s) resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 311991, (Perishable Food Manufacturing). The Product Service Code (PSC) is 8970, (Composite Food Packages) with a business size standard of 500 employees. �This requirement is a 100% Small Business Set-A-Side solicitation and only qualified offerors may submit quotes. This solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, dated January 30, 2022.� D.�� �The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation. E.�� �Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. F.� Interested vendors agree to hold the prices in its quote firm for 60 calendar days from the date specified for the closing of this RFQ. Offeror shall submit an electronic copy of�their dated quote via e-mail to: noel.a.robleto.civ@army.mil with the solicitation number (W912LQ-22-Q-0011) in the subject block, by April 22, 2022 no later than 2:00 PM EST. Facsimile quotes will not be accepted. Vendors who do not provide all the required information with their quotes may be deemed NON-RESPONSIVE for further consideration for the solicitation and award. In addition to the items required by 52.212-1(b), the offeror shall complete and provide the following with their submission: 1. Signed and completed Information Sheet (attachment 1) 2. Addendum to FAR Provision 52.212-2 Technical Compliance: Evaluation of this factor will assess the offeror�s understanding of the requirement and risk of unsuccessful performance of the proposed approach. 1. Sample Meal Menus for IDT and AT: Evaluation of this factor will assess the offeror's understanding of the requirements, including food service regulations, identified in the SOW. 2. Food Temperature Plan. Evaluation of this factor will assess the offeror�s understanding and approach to ensure proper temperature of food is maintained from the moment meals leave their initial heat source to consumption by the soldier. Price: Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a)(2) to determine if prices are reasonable, complete, and balanced.� Base and option period pricing will be evaluated in determining low price. 6.
