Description
1. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the FAR (Federal Acquisition Regulation) Part 13 in conjunction FAR Part 12, as supplemented with additional information included in this notice.� This announcement constitutes the only Combined Synopsis/Solicitation requested and a written solicitation will not be issued. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. Services would include but is not limited to the following: a. Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to provide Auto Collision � Body Repair services for a variety of vehicles as defined in this Performance Work Statement (PWS) and/or as specified in the Blanket Purchase Agreement (BPA) Calls. b. BPAs will be evaluated annually and may remain in place for up to five years. When establishing these BPAs the Government will consider: Price; past performance, where past performance information exists; and technical capabilities. Annual review of purchases and market surveys will be performed to determine whether the Government is receiving fair and reasonable pricing, which may result in either continuing this BPA or early termination. In addition, early termination may result if the Government no longer has a need/requirement for the services provided by the Contractor. d. The initial Master BPA Agreements will be issued by June 2022, along with the intial BPA call for the existing damaged vehicles (see pertinent site visit information in Attachment 0002). Subsequent BPA calls will be competed amongst all BPA holders, based on criteria established at the time of future requirements.� 3. The North American Industry Classification System (NAICS) code is�81112 - Automotive Body, Paint, Interior, and Glass Repair. Offerors must be registered in the Central Contractor Registration (SAMS) at http://www.sam.gov, in order to be considered for award. 4. The Combined Synopsis/Solicitation Number is: W90BRJ-22-R-0006. The Combined Synopsis/Solicitation is issued as a Request for Quotation (RFQ). 5. Questions are due via email to the Contract Specialist: Kenny.j.douangmala.civ@army.mil with RFQ# W90BRJ-22-R-0006 in the SUBJECT line by 1500 SAST 21 APR 2022. All questions received will be answered by the government via an amendment to the RFQ on www.sam.gov. 6. Quotes are due via email to the Contracting Officer: Kenny.j.douangmala.civ@army.mil with RFQ# W90BRJ-22-R-0006 in the SUBJECT line by 1500 SAST 5 May 2022. NO EXCEPTIONS. Cage code is required with quote submission. 7.Offerors are encouraged to check the System for Award Management (SAM) website at�http://www.sam.gov�for any amendments to this combined synopsis/solicitation. 8. This acquisition is RESTRICTED to only properly credentialed businesses authorized to conduct business in Saudi Arabia. You will be required to provide documentation of your Company�s Commercial Registration and your General Authority for Zakat and Tax Certificate. 9. The Office of the Program Manager (OPM) � Saudi Arabian National Guard (SANG) requires: �A Contractor to provide Auto Collison � Body Repair Services to support OPM-SANG operations in Riyadh Saudi Arabia. Quotes will be submitted as detailed in Attachment 0002 below: See attachment labeled: Attachment 0001 � Performance Work Statement � Auto Collision �Body Repair Attachment 0002 � Request for Quote Attachment 0002 - Request for Quote; contains pertinent�information regarding on-site inspection visit and available inspection dates.� 10. All prices must be submitted in SAR and you shall provide the pricing for the 15% Saudi Arabian Value Added Tax (VAT). 11. Offeror�s shall provide two references for similar work performed in the past. The reference shall contain: a. Number of U.S. Government contract or place of performance / name of project if not a U.S. Government contract. b. Point of contact for reference. c. Statement / description of how the work that was performed was similar. d. The Combined Synopsis/Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-04 Effective 01/30/2022. e. All quoted services must be able to be commenced within 15 days of contract award. f. Quotes shall remain valid for a minimum of 30 days after quote submission.
