THIS SOURCES SOUGHT/REQUEST FOR INFORMATION IS ISSUED FOR INFORMATON AND PLANNING PURPOSES ONLY AND IS NOT CONSIDERED A SOLICITATION. The purpose of this source sought/RFI is to gain knowledge of businesses that are capable of satisfying the following work requirements: Statement of Work Chiller Service Contract VA Medical Center | White River Junction | Vermont BACKGROUND: The contractor will provide services to accomplish maintenance and inspections to all 13 chillers at the White River Junction VA Medical Center. Perform maintenance and inspections to all 13 chillers. Tasks will be completed to manufacturers specifications by a qualified and experienced technician. Contract shall include: Annual cooling system start-up inspections on all 13 chillers. Six operating season inspections in May, June, July, August, September, and October on all 13 chillers. Annual cooling systems shut-down inspections on all 13 chillers. Proper and thorough documentation of system performance and issues. If repairs are required, the contractor will provide a detailed description and quote for the necessary parts and labor. Estimated hours: Start-up and inspection - 96 hours Operating season inspections 160 hours Shut-down inspections 96 hours Emergency service calls 80 hours This contract will be for a period of one year, with four option years. Contractor will work to minimize impact of equipment downtime. All workers are required to sign in and out at Building 37 every workday. Those without a permanent badge will log and wear a temporary badge, returned each day. Perform work in compliance all applicable state, federal regulations and VA Specifications including but not limited to: 01 00 00 - General Requirements VA Specifications: http://www.cfm.va.gov/til Specification 02 82 13 VHA Directive 2008-001 VA Handbook 0730/2 http://www.cfm.va.gov/TIL/cpro/cpTop14.pdf The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt. VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors 1. Contractor employees who work in or travel to VHA locations must comply with the following: a. Documentation requirements: 1) If fully vaccinated, shall show proof of vaccination i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination 2) If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test. 3) Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. 4) Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the following website: COVID-19 Screening Tool. Regularly check the website for updates. a. Contractor employees who work away from VA locations, but who will have direct patient contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 3. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought notice are not considered adequate responses for a solicitation announcement. Responses to this sources sought/RFI are due by 12 pm EST time on April 25, 2022. Responses to this notice shall be submitted via email to issa.shawki@va.gov. Telephone responses shall not be accepted. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The NAICS code for this requirement is 238220 and a small size standard of $16,500,000.00.
