For Market Research Purposes Only The Washington D.C. VA Medical Center (DCVAMC) needs a VE6090 Communication system and the installation of a paging system. The contractor shall provide all materials, equipment, labor and supervision necessary install of cabling throughout the areas of need according to terms and conditions of the statement of work. Responders are solely responsible for all expenses associated with responding to this RFI. Page 1 of Page - 6 Page 6 of 6 Page 1 of GENERAL INFORMATION Introduction: The Washington D.C. VA Medical Center (DCVAMC) needs a VE6090 Communication system and the installation of a paging system. The contractor shall provide all materials, equipment, labor and supervision necessary install of cabling throughout the areas of need according to terms and conditions of the statement of work (SOW). Period of Performance: The anticipated start date of this contract is May 1, 2022. The initial contract will be for a period of 12 months after award, not to exceed one year. Scope of Work: The contractor shall provide the VE6090 communication and the needed components plus installation of paging system speakers, push buttons and cabling. The selected contractor shall be solely responsible for creating an installation plan for the paging system. Furthermore, all materials, tools, and labor required to complete this project is the sole responsibility of the selected contractor. Selected contractor will ensure proper coordination with the onsite COR, (Contracting Officers Representative). Mandatory Task & Deliverables: See floor plan layouts attached at end System and Material: VE6090-1 IP6K Communication Mass Notification Server IDF Zone Configurations w/ Patient Buttons Networked Input and Relay Module (Rack Mount) Speakers, Buttons, Horns Hardware Support: Project Management Hourly Technician Labor Server Install and Cabling: Install Category 6 CMP Cable. Terminating the blue pair on the speaker and tying the remaining pairs together for the power. Number of corridor speakers based on 1 every 18 of corridor length = 165 (2961 /18 = 164.5). Speaker install does not include Exam Rooms, Offices, Waiting Rms, Labs, Clinical, Recovery, etc., basically in the corridors only. On each floor the speakers will terminate back to the area IDF closet. Install 20/2 plenum rated cable to all the emergency buttons. Install the emergency buttons in all the patient rooms. Terminate all speaker and emergency button cables at the device, but in the headend, leave the cables labeled and unterminated for awarded contractor to complete. Terminated All headend cables All work shall follow standard infection prevention protocol (The Joint Commission (TJC) Standard EC.02.06.05). This is to include: Dust containment by utilizing mobile dust containment cart utilizing a HEPA filter. This will be provided by contractor. Dust containment is to be used for every instance a ceiling tile is to be removed. No ceiling tile is to be left open unless dust containment cart is in use. All cable will be provided by vendor. DCVAMC shall not incur additional cost if more cable is used. If Contractor damages, breaks, or chips any ceiling tiles during the course of the work, they will replace any broken ceiling tiles with exact matches at no extra cost. Contractor to ensure that if there are any penetrations through smoke or fire barriers, the appropriate and approved material is used to repair them. Fire stop/smoke barrier repairs must pass VA and fire marshal inspection and be done in accordance with the National Fire Protection Association (NFPA) Code 101. Paging System Installation: As part of the installation of the paging system speakers and wiring the contractor shall be responsible for performing tasks throughout various stages (before, during, and after) the project. The following is a list of these requirements which will result in the successful completion of the project: Contractor will create an acceptable quote which contains all requirements and material submittals as needed to complete the project. Contractor will provide the necessary materials and supplies to install speakers, push buttons and wiring in acoustical ceilings. Contractor will ensure at installation that all added equipment meets acceptance by the COR or technical representative. Contractor shall provide an on-site staff supervisor with a current OSHA 10 certification, reviewable upon request by facility Safety Service or Facilities Management Service. Contractor shall ensure all necessary added cabling and resources comply with all applicable building codes of a healthcare facility. Contractor will test all and certify the paging system works correctly. Contractor shall provide an adequate work force to complete all work associated with this project (plan, design, installation, removal of project debris, final cleanup and training on system for medical center personnel). Location: Washington DC, VAMC at 50 Irving ST NW, Washington, DC 20422. Background: The paging system allows for important information to be announced and heard by staff members, visitors and tenants that are occupying the building. This system provides the team members stationed in the building emergency alerts such as medical emergency, bomb threats, shooting, hostage threats, natural disasters, and other emergencies. Specific Requirements: Performance Monitoring: The Facility shall conduct weekly construction rounds and daily project manager contact during administrative hours. A final walk through will be performed to confirm the completion of the project. Security Requirements All Contracts performing installation work at the facility shall be fingerprinted/badged before installation can start. The Contractor is responsible for absences of contract employees due to expired or lost identification and access documents. Each contract employee shall wear, and display assigned Security Badge ID, provided so that it is visible at all times unless it is a safety issue, and in accordance with their guidance. The Contractor/Contract employees shall turn in all identification badges to the Contracting Officer or designated Contracting representative upon termination of their services under the contract. The Contractor shall be responsible for the replacement cost of lost or non-returned Identification cards. Contractor shall always be escorted by a VHA employee while in the facility until they obtain a VA PIV card by submitting a security package. The selected contractor shall attend the kick-off meeting, the COR shall be responsible for coordinating, scheduling and informing the contractor the date, time and location of the kick-off meeting. Once the selected contractor completes the project, they shall attend a post-installation de-brief meeting conducted by the COR. The COR shall address any deficiencies to the selected contractor and the CO (Contracting Officer). The selected contractor shall correct all deficiencies identified by the COR before the project is officially considered complete. Face coverings must always be worn while on VA property which covers nose and mouth. Hours of Operation: The Contractor shall schedule all work to be conducted within 24 hours notice to proceed. The DC VAMC Contracting Officers Representative and or Technical Representative are available on-site Monday - Friday 8:00 a.m. 4:00 p.m. Eastern Standard Time (EST), unless advanced coordination is made and approved between the Contractor and the Contracting Officer Representative (COR). Work should not disrupt normal business of the medical facility. Do not schedule work on Federal holidays or days observed in lieu thereof. The Federal holidays listed below are observed. New Year s Day Labor Day Christmas Day Martin Luther King Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Independence Day Juneteenth Independence Day Government-Furnished Equipment (GFE)/Government-Furnished Information: (GFI). All workers will attend the one-hour Infection Control Construction Safety Course offered through the Facility Infection Control Department. Schedule will be furnished after workers complete security requirements. All chemicals utilized by the Contractor must be VA approved prior to the commencement of work. Safety Data Sheets will be provided in advance of use within the facility. Invoicing: The invoice shall contain the contract number, date(s) of service, and additional contracting information.
