PUBLIC NOTICE POSTING INTENT TO SOLE SOURCE Date: April 20, 2022 To: Whom It May Concern Re: SS-CDF-22-071 Subject: Custom Computer Programing Service Renewal The Bureau of Fiscal Service, on behalf of Community Development Financial Institutions Fund (CDFI Fund), intends to make award on a sole source basis to Cartegraph Systems LLC, DUNS 838510964, UEI XLFTN395HFC5, for Operations & Maintenance (O&M) support for the CDFI Information Mapping System v.3 (CIMS3) built upon pursuant to FAR Part 13-106-1(b)(1)(i). �There is no competitive vendor or regulatory agency that provides these printer supplies. The proposed Contractor developed and owns the propriety software that are used in these products specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition. The CDFI Fund requires Operations & Maintenance (O&M) support for the CDFI Information Mapping System v.3 (CIMS3). CIMS3 provides automated, web-based, geospatial, analytical, mapping, and reporting capabilities to support the CDFI Fund�s grant, loan, tax credit, and certification programs. CIMS3 is built upon Cartegraph Systems LLC�s InVision product. The CDFI Fund requires the InVision-based CIMS3 to fulfill business requirements related to application preparation, application processing, and compliance reporting for multiple CDFI Fund programs. These programs each have analysis and reporting requirements that CIMS3 is configured to support for both CDFI Fund employees as well as users external users (i.e., CDFI Fund applicants and recipients). Due to the evolving business needs of CDFI Fund programs, CIMS3 O&M also must include a sustainment/modernization task that addresses changes in business requirements, IT capabilities, and government-wide mandates (e.g., cloud-based offerings). The Contractor shall perform the majority of the work off-site at their location and, if needed, come on-site at the following CDFI Fund location with COR approval at the BPA Order level: Community Development Financial Institutions (CDFI) Fund 1801 L Street NW, 6th Floor Washington DC 20006 Due to current restrictions related to the COVID-19 pandemic, travel restrictions established by each state must be considered prior to any requests for travel. All travel must be pre-approved by the COR and shall be invoiced in accordance with Federal Travel Regulation should it occur. The period of performance for the BPA order is anticipated to be 12-month Base Period of 9/26/2022 to 9/25/2023 and four (4) 12-month option periods. NO SOLICITATION IS AVAILABLE. �A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. Qualified Contractors that feel they offer the same or similar product that can meet the Government�s need shall provide the following for consideration: The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, or Women owned Small Business, etc.). �Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. DUNS Number. Specific details of the product(s) that your company offers in regard to this notice. Whether your content is available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline, then Fiscal Service will proceed with making an award on a sole source basis to Chicago Soft, Ltd. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. Fiscal Service may consider information received no later than 11:00 a.m. EST on Wednesday, May 11, 2021, submitted to purchasing@fiscal.treasury.gov, Referencing SS-CDF-22-071 Cartegraph InVision/ATTN:CWESSON-DSTEPHENS.
