Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations, FWS Division of Refuges-LR3, Rice Lake NWR, McGregor, MN 3D grade control Level Best Skid Steer Attachment with Integrated TOPCON Controls Based on the information outlined in the attached sole source justification, the Government intends to negotiate a firm fixed price sole source award to RDO Integrated Controls for a 3D grade control Level Best Skid Steer Attachment with Integrated TOPCON Controls under the statutory authority permitting other than full and open competition, 41 U.S.C. 1901, as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.501. Per market research, this is the only nationally distributed vendor that is a certified dealer for both Level Best and TOPCON products which are necessary for warranty and compatibility purposes with existing USFWS parts, software, and equipment. It is critical that the requirement is consistent in function, operation, calibration, and programming with already USFWS owned equipment. Unreliable equipment results in additional time and expenses associated with the inefficiencies of staff training, maintaining numerous software packages on multiple devices, and the incapatibility of equipment from one project to the next. The anticipated delivery date is no more than 180 days ARO. The North American Industry Classification System (NAICS) code for this requirement is 333120 Construction Machinery Manufacturing; the business size standard is 1250 employees. This notice is not a request for competitive quotes and constitutes the Government's only official notice of the procurement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. All information/proposals received within ten calendar days after date of publication of this notice will be considered by the Government solely to make a determination whether competitive opportunities exist. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
