Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Xenics USA Inc. 600 Cummings Center, Suite 166-Y, Beverly, MA 01915 � 6194 for the purchase of one (1) high-sensitivity InGaAs area-scan camera to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) high-sensitivity InGaAs area-scan camera to perform research and measurements using near-infrared optical assemblies. Mass and Force Group, performs research and measurements using near-infrared optical assemblies. In order to perform this work, it has a requirement for high-sensitivity InGaAs area-scan camera. In addition to high sensitivity over the wavelength range 900 nm � 1650 nm, the camera must offer a small pixel pitch (25 microns or less) and a readout rate of 100 Hz or higher. The system must not require a liquid or cryogenic coolant supply. The required camera can only be provided by Xenicx USA as they are the only Contractor able to provide an instrument that meets the required unique requirements. A high-sensitivity area-scan InGaAs camera is required in order to perform near-infrared (most especially 1550 nm) optical experiments, including specifically imaging the modes of optical cavities. It is necessary to have high signal-to-noise, sufficient dynamic range, high linearity, and to be able to acquire repeated images at kilohertz rates. In particular, the following unique requirements are needed: Dark current� (= 99%): If any of the camera pixels are dead, one does not get the full resolution of the camera, which is required in the intended use of the camera, for example to measure determine optical power distribution in microfabricated optical cavities. Readout Rate ( >= 1KHz for ROI >= 128 pixels): It is required to be able to capture transmission modes of optical cavities as laser frequency is rapidly scanned. A slower readout rate will result in modes that are excited at different times becoming superimposed, and can result in incorrect conclusions about cavity coupling, mode shape, and additional properties. Xenicx USA is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
