Missile Defense Agency (MDA)������������������������������������������������������������������� MDA22DARFI01 Technical, Engineering, Advisory, & Management Support (TEAMS) � Next Organizational Conflict of Interest (OCI) Guiding Principles Request for Information April 20, 2022 The purpose of this Request for Information (RFI) is to solicit feedback, suggestions, and other recommendations from industry regarding the TEAMS-Next OCI Guiding Principles currently utilized in all TEAMS-Next solicitations and contracts.� All interested businesses should respond. With our third iteration of Consolidated Support contracts for the Missile Defense Agency (MDA), it was determined that comprehensive OCI guidance for TEAMS-Next was necessary to ensure the Agency obtains objective and unbiased support from its Advisory and Assistance Services (A&AS) providers. �To meet this need, MDA developed the TEAMS-Next OCI Guiding Principles, (Attachment 1) which emphasize MDA's preference for OCI-free support; provides guiding principles and potential conflicting areas (from scope perspective) to assist industry in partnering strategies and proposal development. It�s been over 2 years since the first TEAMS-Next Request for Proposal (RFP) was released to industry.� MDA is interested in obtaining feedback from industry on the OCI Guiding Principles implementation and application.� Specifically, we need to understand what, if any, impact to competition might have been caused by the MDA OCI guidance. The information gathered by this RFI will be compiled, analyzed, and potentially used in updating the MDA OCI guidance.� Company deemed proprietary information should be highlighted for possible redaction/anonymization in the review results.� (See paragraph on proprietary information for further guidance.) Contractor format is acceptable. Proprietary information is not sought by MDA. If such information is submitted, it must clearly be marked ""proprietary"" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response. �Respondents are responsible for adequately marking proprietary material in their response. �There is no page limit for this RFI; however, material submitted should be targeted towards the requirements of this acquisition.� Marketing materials and brochures are not requested and provide little value to this effort. �The Government may use third party, non-Government support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements will be executed between the third party, non-Government support personnel and the Government. �A submission of a response to this notice constitutes the Respondent's acknowledgment and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government support personnel.
