This project consists of the contractor providing all labor, materials, equipment, permits, transportation and supervision necessary for the construction services for Project Number 512A5-18-302 Construct Central Emergency Power Distribution . Bidders must be capable of providing construction services to install four 2 MW medium voltage electrical generators and associated distribution wiring and switchgear. The work will include demolition and removal of existing structures, and furnishing all labor, tools, material, equipment, supplies and supervision necessary. Complicated management and planning will be required to keep existing power distribution systems operational during construction and minimize distribution to hospital operations during planned outages and switch overs. Response date: Friday, November 26, 2021 by noon EST. Performance period is 540 calendar days from receipt of the Notice to Proceed. The solicitation, specifications, drawings, and attachments will be available at https://www.SAM.gov. Amendments to the solicitation will also be posted on this website. All respondents must be registered in SAM data base, see https://www.sam.gov to include the completion of Representations and Certifications and registering with Vets 4212 at https://www.dol.gov/vets/vets4212.htm. Bidders must be registered in vetbiz at http://vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bids (IFB) conducted in accordance with FAR Part 14. This project is being solicited as a TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $39.5 million annual receipts for the past three (3) years. The magnitude of construction is between $10,000,000.00 and $20,000,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of Sam website only. All questions regarding this solicitation must be submitted in writing by email to Christopher.Hartley1@va.gov. All questions pertaining to this solicitation must be received in writing. A firm fixed price contract will be awarded as a result of this solicitation based on the availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc. regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation. In an effort to establish contractor qualifications please respond to the following questions. Answers may be provided in the form of yes/no answers or with explanation. If advertised, will your firm be interested in providing a proposal for the work described? Is your firm capable of securing bonding in the range described above? Has your firm managed directly the installation or large scale maintenance of a single generator in excess of 1 MW nameplate rating, or a series of generators capable of producing 4MW or greater electrical power? Does your firm currently employ or have access to construction management professionals with experience in medium voltage power generation and distribution? Has your firm installed or maintained electrical systems at or above 4160V?
