Description

This is a Sources Sought Notice ONLY. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e).� This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.� Responders are solely responsible for all expenses associated with responding to this RFI.� All information received in response to this RFI that is marked as proprietary will be handled accordingly. SCOPE OF WORK The U.S. Government currently intends to award a one year service contract for a subject matter expert in the field of Cyber Law, whom will consult on research projects the United States Military Academy. The U.S. Government is canvassing potential sources of a Cyber Law subject matter expert to collaborate, examine, and support research of the Army Cyber Institute at the United States Military Academy.� The Army Cyber Institute�s Cyber Law and Policy Team are supporting several legal research projects. �The subject matter expert will help to develop the legal component of the Cyber Law and Policy Team�s research agenda.� In consultation with the Army Cyber Institute personnel, the key services include: Creative direction, graphic design, and project management for the report. Provide input and feedback on legal aspects on ongoing ACI Research Initiatives, as they relate to cyber law. Create report with findings and recommendations for ACI leadership and research teams. Facilitate collaborative measures to assist with communicating deficiencies and identifying research data through consultative remedies.�� The anticipated NAICS code is 541110, Offices of Lawyers.� The anticipated PSC is R406, SUPPORT - PROFESSIONAL: Policy Review/Development.
