Description

A camera surveillance system that has capabilities to detect, track, and notify Security Forces personnel to potential perimeter breaches in sections of base perimeter with poor visibility where entry could go undetected. Must include the following capabilities. System must have the ability to detect multiple intrusions simultaneously, provide exceptional long-range thermal imaging performance, and at least 22x continuous optical zoom giving it the ability to detect a man-sized target at 10 km and vehicle targets at 20 km. Feature standard protocols to provide video over IP (inter protocol), Ranger HDC (high definition camera) also include IRIGB (inter-range instrumentation group) synchronization, and situational awareness for effective target assessment. Color CCD (charged-coupled device) that a minimal has 26X continuous zoom optic, and Uncooled LWIR (longwave infrared) detector. Fast and accurate threat detection, 360 degree pan coverage, continuous optical zoom, and tilt capabilities. Integrates easily into existing fiber, wireless, or IP systems. Must be able to withstand extreme weather conditions and temperatures. The radar must be man-portable electronically-scanned, mid-range radars detect and track personnel and vehicles up to15 kilometer ranges. It must have a low minimum detection target velocity that allows detection of slow-moving threats such as walkers or crawlers. It uses a +/-45� scan sector to monitor a perimeter. Adding a pan and tilt provides a full 360� coverage every second. The radar also needs to provide fast and accurate detection of up to 512 threats simultaneously, allowing large areas to be continuously monitored in real time. Capability to see and detect through adverse environmental conditions such as haze, fog, and rain. Trailer to be included for transport of the radar unit and be fully integrateable. Trailer must have the ability to raise and lower camera system and contain power source for camera set up. Must be equal to or better than FLIR Ranger MS-UC DefendIR (Transportable, mid-range multi-sensor surveillance system), FLIR Ranger HDC MR(High definition, mid-range surveillance system), FLIR Ranger HDC(Portable, long-range high definition thermal imager), and FLIR Ranger R6SS (Short-range, perimeter surveillance radar). All equipment specified need to be same brand/manufacture to ensure compatibility, functionality, and interoperability. All evaluation criteria not quantified above must be at least equal to the performance capabilities of the applicable FLIR component.
