AFMC HQ Renovation Furniture - Request for Information (RFI) and Sources Sought CAUTION: This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation the U.S. Government is conducting market research. In addition, the Government is requesting any feedback or comments to the Government�s requirements. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, the Air Force is not, at this time, seeking proposals, and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any Information or administrative costs incurred in response to this RFI. Please be advised that all submissions become Government property and will not be returned. All Costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Description This notice serves as a request for information (RFI) and sources sought to supply approximately 5,000 workstations, executive office furniture, tables, seating, storage, lounge furniture, and ancillary items in the Air Force Materiel Command (AFMC) Headquarters (HQ) building 262/266 at Wright-Patterson Air Force Base in Dayton, Ohio.� Vendors interested in bidding on this requirement are asked to respond to the questions in Section II of this posting to the Government points of contact (POC) by the date listed in this notice. All vendors responding to this notice who have an active SAM.gov registration will be afforded the opportunity to meet with Government personnel at a later date to ask questions or gain further insight into the project. All responses and questions shall be directed to the Government POC�s listed in this posting. Section I: Basic Preliminary Requirements The following is a basic, top level list of the preliminary requirements for this effort.� As this is an RFI, these requirements may change prior to formal solicitation. The Government is contemplating an IDIQ Contract: IDIQ (Indefinite delivery/indefinite quantity) is a type of contract that provides for an indefinite quantity of supplies or services during a fixed period. Under the IDIQ contract, the government places delivery orders or task orders against a basic contract for individual requirements.� Pricing structure - Currently there are 5 phases of the project. �Offerors would potentially be expected to provide furniture pricing through the entire ordering period of the IDIQ (5+ years) to ensure quick and efficient orders. Project Management: During Installation, require a full time onsite project manager during normal business hours. Manages and resolves issues related to any furniture installation conflicts that may arise and report to government POC (Point Of Contact).� Purchase of furniture Order and manage furniture purchase.� Provide a detailed schedule of expected lead times and update accordingly as dates change to ensure the Government is notified of any delays. Provide quality control plan (QCP) which includes the following: Personnel Responsible for quality control and a description of the inspection system with types and frequencies of inspection to be conducted and personnel responsible for conducting inspections.� Provide a system for preventing the occurrence of deficiencies.� Provide a description of how inspections will be documented. Service Calls: Respond via phone, email or in person within 2 hours of notification. Design Services: Provide an interior design team to meet with organizations to design/ redesign space layouts. Design services to include space planning, material finish selections, site visits and verifications, provided 2D floor plans, 3D renderings of rooms within the phase and of each furniture typical.��� Service Calls: Interior Designer responds via phone, email or in person within�2 hours of notification. ��� Review construction drawings and ensure furniture is in accordance with HVAC, electrical. The contractor shall maintain a means of egress within all designated work areas to comply with fire codes. Work shall comply with applicable building standards and codes, specifically: National Electrical Code (National Fire Protection Association (NFPA 70) and National Life Safety Code (NFPA 101). Americans with Disabilities Act (ADA) Storage/ Installation Provide an installation manager to oversee the entire project. Provide quality control plan (QCP) which includes the following: Service Calls: Respond via phone, email or in person within 2 hours of notification.� Managing the installation of furniture per the phased schedule Option to add additional warehousing time. Electrical and Communication Electrical Provide Certified Electrician to connect furniture to existing building power via base feed and or power pole. The Electrician will be responsible to provide electrical circuits complete from workstations and existing power circuit/junction box or provided new power circuit / junctions box as necessary.� Notify Government of issues that may arise Communication The Government will run communication network cables.� However, the contractor must be able to provide a service to connect communication cables from the building supply to the furniture if necessary. Section II: Questions for Industry In order to provide pricing for the duration of the IDIQ, are you able to project manufacturer price increases over each fixed ordering period for task/ delivery orders?� If not, please explain limitations. �Are you able to provide a project management team to oversee a project that consists of approximately 5,000 workstations, executive office furniture, tables, seating, storage, lounge furniture, and ancillary items? Are you able to provide a full time Interior Design team to execute the design services; space planning, material finish selections, site visits and verifications, provided 2D floor plans, 3D renderings of rooms within the phase and of each furniture typical?��� Are you able to provide an Installation Manager to oversee a project that consists of approximately 5,000 workstations, executive office furniture, tables, seating, storage, lounge furniture, and ancillary items? Are you able to provide a Certified Electrician to connect furniture to existing building power via base feed and/or power poles? Do you have any concerns being the sole awardee on an effort of this size and scope?� If so, please explain. Do you have any concerns or limitations if phases of this contract overlap or are being executed simultaneously?� If so, please explain. If this contract stipulated that the awardee had to utilize existing government furniture contracts, would you still be interested in bidding? If not, please explain. Please provide any other feedback, questions, or initial concerns/observations to assist the Government in moving this requirement forward. If you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements.� All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial products or services and specifications related to this effort. Also indicate if you are the provider, or provide the name and size of the provider of the products or services you will be supplying.� Failure to provide documentation may result in the government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, clearances, etc.).
