Description
The Department of Veterans Affairs Medical Center, Network Contracting Office (NCO) 9, on behalf of Louisville VAMC, 800 Zorn Avenue, Louisville, KY 40206, is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed priced contract for fuel oil. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 324110. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals or quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Scope/Need: Fuel oil with less than .5% sulfur content to be delivered to the VAMC Boiler Plant, Tank #1 and pumped from the trucks into the designated tank. Truck must have pump. Contact VA Boiler Plant Operator 24 hrs. prior to delivery. Coordination will be made with the Plant personnel and VA Police upon arrival to park tanker at the off-load point. Coordination will be made with either the Plant Operator, Plant Supervisor or Assistant Chief. Supplier will provide a Bill of Lading prior to off-loading into the VA fuel oil Tank. All connections will be checked leak-tight, and cam-locks secured by strapping prior to off-loading. During off-load, the driver will remain in attendance at the pump. Once off-load is complete, all in-line valves will be shut prior to disconnecting hoses. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims the ability to provide the requirement. The government will evaluate market information to ascertain potential market capacity to: Provide supplies/services consistent in scope and scale with those described in this notice and otherwise anticipated. Implement a successful plan that includes compliance with program schedules; cost containment; meeting and tracking performance. Provide supplies or services under a firm-fixed price contract.
