Description
The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with The Boeing Company (Boeing). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305 and FAR 5.101. The proposed contract action is for Global Satellite Configuration Control Element (GSCCE) information assurance (IA) improvements and enhancements. The United States Army Space and Missile Defense Command/Army Forces Strategic Command and 53rd Signal Battalion�s mission requires continuous monitoring and control of the Wideband Global Satellite Communication (WGS) satellite fleet. To support this need, the Project Manager, Defense Communications and Army Transmission Systems/GSCCE Sustainment has a requirement to maintain the GSCCE proprietary system of hardware and software, which was developed and is currently sustained by Boeing. The GSCCE control system is a major component of the WGS satellite control segment and is responsible for providing the ability to control spacecraft payload and monitor platform health, performance, and the state of the payload configuration. The Government does not own the data rights to the GSCCE control system. As the designer and builder of WGS satellites and the GSCCE control system, the majority of the GSCCE data rights, drawings, software source code, and associated technical data are proprietary to the incumbent, Boeing. Boeing is the only source capable of executing this requirement as they are the only source with access to the proprietary information and components required to perform IA improvements and enhancements. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 calendar days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
