**THIS SPECIAL NOTICE IS STRICTLY FOR INFORMATIONAL USE. IT ALSO SERVES AS ADVANCE NOTICE THAT A FULL BROAD AGENCY ANNOUNCEMENT SHALL BE SOON FORTHCOMING** The National Oceanic and Atmospheric Administration (NOAA) is exploring digital twin technologies to enhance its ability to process, monitor, quality-control, consolidate, fuse, and assimilate environmental observations, and to streamline satellite data ground processing and dissemination to users and applications. NOAA will be releasing a Broad Agency Announcement (BAA) for the generation, assessment, and delivery to NOAA of a validated digital twin system for Earth observations (i.e., EO-DT), that can be, for demonstration purposes, applicable to a number of radiometric and geophysical variables, but should be designed in a way that can easily be expanded to cover all of the Earth systems measurements. NOAA�s expectation is to use the results of this demonstration project to determine how an Earth Observations Digital Twin (EO-DT) may potentially serve as a next-generation ground processing enterprise system used in NOAA operations and interfacing with the Earth System approach modeling effort being undertaken at NOAA.� It is expected that the efforts resulting from this BAA will recommend if NOAA proceeded with a EO-DT, the best approaches to adopt in achieving an agile, scalable EO-DT, and provide a limited demonstration of that functionality.� The BAA is for the exploration of possibilities for a future state and is not intended to be for an operational ground processing system itself nor an indication that NOAA will proceed with an operational EO-DT.� The EO-DT system being sought will be an integrated Earth system replica of the Earth environment with multiscale, multi variable features, and integrating a large set of observing systems and environment analyses systems. It will dynamically integrate Earth system data and observations (especially satellite data and ground-based data) and will rely on trustworthy and responsible artificial intelligence tools, both Machine Learning (ML) and Computer Vision (CV). EO-DT is envisioned to be coupled with an integrated Earth System model (such as UFS), but will also be designed to serve as an entry point for a wide range of National Environmental Satellite, Data, and Information Service (NESDIS) operational environmental data users and applications. The BAA will be posted on the federal contracts opportunities website SAM.GOV. In the BAA, NOAA will be asking for white paper submissions, which should not exceed 5 pages. The agency is planning to conduct an industry day to answer questions related to the BAA. Depending on responses and available funding, NOAA may award zero, one, or multiple study contracts under this BAA. The BAA will be open to all industry, Federally Funded Research and Development Centers (FFRDCs), Government Labs, and Academia. Universities, Institutions, and Small Businesses are encouraged to submit their own response or to join other entities as team members in submitting responses to the BAA.
