Description
See below questions from quoters along with the VA s response in red. What is the start date for the service? The start date of the contract, as per the solicitation, is 5-1-2022. Are there current employees there providing these services? Yes, there are current employees under a current contract providing these services. Due date of solicitation: as per the solicitation the current due date for all submissions is 4-26-2022 at 4:00 PM (to be emailed to lance.davis2@va.gov). Last date/time for Questions: I will receive and answer questions up to 5:00 PM CST of 4-25-2022. We are only to provide the cleaning services for both locations, not the supplies. That is correct. All supplies, cart, and other needed equipment will be provided by the Government. The same supplies that we provide for our VA Janitorial employees. We will not provide requested special equipment. Is there a contract currently in place for these services? Yes, a current contract is in place. Also is the current effort for approximately the same number of employees? Yes, for approximately same number of employees. Is the intent to quote off of the government s estimate of 32 personnel or will quotes be considered for a different number of personnel if we believe we can still accomplish all PWS tasks? This is a Non-Personal services contract, therefore we cannot dictate the number of employees needed. The Facility has estimated the number to be as per the PWS/Solicitation. It will be up to the Awarded contractor to provide the proper number of employees to clean to the standards outline within the solicitation. The facility feels the estimate is a good estimate. If a company is Awarded the contract, then decides more employees will be needed and request an increase in total contract cost, that request will be denied and if they cannot perform as per Awarded, the contract will be terminated. If additional cleaning requirements are needed a Modification to the contract will be awarded after a fair and reasonable cost has been established.   In the solicitation under the needs of the Tulsa Center it states the need of 10 employees, but the shift layout only equals 8. Is it safe to put one extra employee on each shift to make 10 or was this a mistake? Yes, that was a mistake. It should state 8 employees for Tulsa Health Care Center 4 employees on day shift (6:30 AM - 3:00 PM) 4 employees on night shift (3:00 PM - 11:30 PM) The Tulsa Center will NOT require weekends or holidays? That is correct, no weekends or holidays for the Tulsa Health Care Center. Are the estimated number of employees full-time employees? Yes, we have provided an estimated number of employees, per shift, identified by the shift hours. Are the estimated number of employees a requirement? No, not a requirement (see above question & VA answer for a better explanation). If we propose less employees from the estimate- will that be a negative? No, not a negative, but the number of employees within the PWS is our recommendation (see above question & VA answer for a better explanation) If you want or need additional staff after contract Award, pricing will not be increase. Also, I want to add, this is a Request for Proposal it is a Request for Quote . Only signed quotes completed, as per the Solicitation will be accepted.  If there are incumbents, can you please provide the Seniority list of employees? Yes, there is an incumbent but no we the VA cannot provide a list of employees. Once the contract is Awarded that would be between the incoming company and the outgoing company. Are there incumbent employees we can hire? Yes, there is an incumbent. Once the contract is Awarded that would be between the incoming company and the outgoing company. A non-mandatory Site Visit is scheduled for both locations on Monday April 25, 2022: 9:00 AM at the Jack C Montgomery (main) VA Medical Center, 1011 Honor Heights Drive, Muskogee, OK 74401. Meet in/at building 11, POC is Wayne Phillips at 918-869-6953. 1:00 PM at the Tulsa Health Care Center (THCC), 8921 S. Mingo Road, Tulsa, OK 74145. Meet at the main entrance, POC is Shawna Ziegler at 918-348-1452. Don t forget when you submit your Quote (as per E.1 and E.10 of the solicitation): Offers must submit related to Price, Technical Capability, and Past Performance: 1. Price. Offerors must provide signed 1449, acknowledging all amendments (if applicable), to include Price/Cost Schedule filled out in its entirety. 2. Technical Capability: Offerors must provide a Technical Capabilities Statement (no more than two pages) explaining the company s ability to staff, manage, and perform as outlined in the solicitation. 3. Past Performance: Offerors must provide three (3) references (see attached Contract Reference Form that include contract number(s), the firms, or organizations for whom offerors performed services, the dates of performance, points of contact with telephone numbers, and total contract value. Your Quote will not be accepted if it is incomplete.
