Description
PRE-SOLICITATION NOTICE Solicitation No.:� 19GE5022R0075 The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: TERRACE ROOF AND SKYLIGHT REPLACEMENT �U.S. EMBASSY BRUSSELS, BELGIUM The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract in the fourth quarter of Fiscal Year 2022. The offeror shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. Work under this Contract consists of furnishing all labor, material and equipment necessary to perform the quality remedial terrace roof and skylight replacement, and parapet wall restoration at the U.S. American Bilateral Chief of Mission Residence (CMR), Brussels, Belgium. The work will include but is not necessarily limited to: Remove the existing terrace system down to the structural concrete deck, and discard. Remove all existing PVC flashings at walls and curbs, and discard. Remove existing metal flashings including counter flashings and scupper liners, and discard. Remove existing skylight and all components, and discard. Remove all existing trench drains and all components, and discard. Remove the existing fencing at the north, east, and south parapets, and discard. Remove the existing wood slat fencing on the south parapet and store for re-use. At roof drains, remove all existing components, and discard. The existing piping will remain. Remove existing sheet metal through-wall scuppers liners, and discard. Remove the existing exterior scupper covers, and store for re-use. At existing primary scuppers, convert the existing through-wall scuppers to overflow scuppers having a nominal size of 400mm x 200 mm. At coping stone locations on the north, east, and south parapets, remove and pressure-wash. Two holes will be drilled in the underside of coping stones and will then be re-set on walls. Include in the Base Bid for the replacement of two damaged coping stones on the north and south parapets, and 4 coping stones on the east parapet. Shapes and sizes shall match the existing. Repair/patch abandoned openings in the concrete walls with mortar as needed. Coordinate with the US Embassy with the removal/storage requirements for the existing furniture and planters on the roof deck. Furnish and install new plaza deck assembly over the existing structural concrete roof deck. Furnish and install new filter fabric drainage board. Furnish and install new lightweight insulated concrete tapered system to provide positive drainage flow to roof drains. Furnish and install new natural stone tile (slate, granite, or travertine (limestone)) set in mortar bed. Natural stone tile and color to be selected/determined by the Owner. Furnish and install new PMMA liquid flashing at all vertical surface transitions. Furnish and install new metal flashings including counter flashings and scupper liners. Furnish and install new insulated, safety glass, double pitch skylight with gable end as manufactured by Acurlite or approved equal. Furnish and install new plaza roof drains and associated accessories. Furnish and install new fencing with new side wall connectors at the north, east, and south parapets. At the south parapet, re-install the wood fence system and attach to the metal rail fencing. Pursuant to Subpart 36.204 of the Federal Acquisition Regulation (FAR), the estimated magnitude for the entire project is between $500,000.00 and $1,000,000.00 U.S. Dollars (Note: the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work.� However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated).� Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov �no later than�May 21, 2022, using the solicitation number 19GE5022R0075 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun�s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.� The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information.� Only companies submitting a letter of interest and complete �Application for Solicitation Document� check list attached hereto may receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Belgium. � A pre-proposal conference and site visit and shall be tentatively scheduled for May/June 2022; precise dates will be provided to interested offerors with the solicitation package.
