- Description
- The Naval Research Laboratory�s Plasma Physics Division is searching for potential sources capable of performing on-site experimental and theoretical research in pulsed-power physics and engineering, plasma physics, intense laser and charged-particle-beam physics, radiation production and transport, electromagnetic-launcher technology, computational fluid dynamics, production of high-power microwave sources, and the development of new techniques to diagnose and advance these experiments. Tasks performed shall be undertaken on the facilities within the Plasma Physics Division at facilities owned or operated by NRL�s sponsoring or collaborating organizations (e.g. DOE/NNSA laboratories, DoD facilities and high performance computing (HPC) centers, and even foreign laboratories or facilities) and require the capability of designing, fielding, and operating experiments on such accelerators, pulsed power generators, or unique testing environments.� The Contractor's theoretical researchers shall work closely with the experimental researchers and shall provide timely analysis and guidance for the experimental research under this contract.� The Contractor may be asked to perform in these areas with efforts categorized as basic research, application development, documentation development, and transition. It is anticipated that a Request for Proposals will be issued in the near future. Answers to this RFI will be key in shaping certain aspects of the requirement. C. CONTRACT TYPE:�The Government is contemplating a solicitation of proposals for award of a Cost-Plus-Fixed-Fee contract. D. COMPETITION STRATEGY:�Currently contemplating full and open competition unless the results from this RFI support a set-aside of any kind. Federal multiple award schedule holders and/or small businesses are encouraged to reply. E. LENGTH OF AWARD:� From date of award through delivery. F. RESPONSE FORMAT:�Interested parties,�shall, at a minimum, supply all of the below information, in a Capability Statement, and shall use the below format. REQUIRED INFORMATION and FORMAT 1) CONTACT INFORMATION: a) Name of Company b) Telephone Number, Fax Number, Address, and e-mail address c) DUNS Number, business size, CAGE code, and number of employees d) NAICS Code of proposed solution e) PSC Code of the proposed solution (SEE https://psctool.us ) 2) Capabilities statement and relevant company and personnel experience to support functional areas listed in the draft SOW. 3) Listing of current/past contracts supporting requirements of similar scope and complexity. 4) Suggested revisions to the SOW, which may be used to refine the requirement from its current broad objectives. 3) SUBCONTRACTING POSSIBILITIES Provide information on potential subcontracting opportunities. If no subcontracting opportunities exist, please explain why.
