THIS IS A SOURCES SOUGHT NOTICE. THIS IS NOT A SOLICITATION FOR PROPOSALS, PROPOSAL ABSTRACTS, OR QUOTATIONS. IT IS NEITHER A SOLICITATION ANNOUNCEMENT NOR REQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT. The purpose of this notice is to obtain information regarding the availability and capability of all qualified small business sources such as HUBZone Small Businesses; Service-disabled Small Business; Veteran owned Small Businesses; 8(a) Small Businesses; Veteran owned Small Businesses; Woman-owned Small Businesses; or Small Disadvantaged Businesses. The NAICS code is 325998 with a size standard of 500 employees. DESCRIPTION OF THE REQUIREMENT: The National Institutes of Health seeks a contractor to support the NIH Water Treatment Program to minimize the effects of corrosion and fouling, and to eliminate the growth of biological agents on the internal metal surfaces in the NIH Bethesda Campus Central Utility Plant (CUP)'s cooling towers, boilers, chilled water, underground distribution systems, building systems and other water systems. The NIH Office of the Director (OD) Office Research Facilities (ORF) Division of Technical Resources (DTR) oversees the operations and maintenance of the CUP. The designated program will ensure the water treatment vendor will furnish the necessary consultants, services, supervision, labor, equipment, materials, chemical feed systems, data collection, calibration, monitoring, and other related services to meet quality, system cleanliness and reliability to NIH and industry standards. The goal is to ensure that Maryland Department of Environment, NPDES permit values for plant discharge are maintained. The NIH Central Utility Plant (CUP), located in Building 11, generates steam and chilled water for distribution to the buildings on the Bethesda, Maryland campus. The continuous and efficient operation of the CUP is critical for the NIH mission. The CUP houses five traditional gas and oil-fired boilers, two auxiliary boilers and twelve chillers to meet the ongoing 24/7 operations of the research activities on campus. The CUP includes a boiler plant with an installed maximum steam generating capacity of 800,000 pounds per hour of steam and a chilled water plant with an installed chilled water generating capacity of 60,000 tons of cooling. NIH has a 23 MWe cogeneration facility (gas turbine with heat recovery steam generator). The steam generating capacities of the heat recovery steam generator (HRSG) (referred to as Boiler No. 6) are 107,000 PPH under normal operating conditions and 180,000 PPH when duct burners are fired. The Industrial Water System (IWS) Tank located on the NIH Bethesda Campus in Bethesda, MD is a 4.66-million-gallon tank. The IWS Tank provides additional water capacity and back up for the CUP�s Boiler and Chiller Plant in the event of a water main break. The IWS tank is the primary water source for CUP�s operation once it is commissioned. The IWS will be placed in service between the Base Year and the First Option Year. The CUP chilled water distribution systems include an 8MMGal Thermal Energy Storage System (TESS) that increases the chilled water loop volume from 3 MMGal to 11 MMGal. The NIH Campus Chilled Water Supply/Steam and Chilled Water Return/Condensate Loops are closed loops and both loops experience losses. The make-up water is received from the Washington Suburban Sanitary Commission (WSSC) and require pre-treatment prior at the CUP prior to use. The CUP operates under a National Pollution Discharge Elimination System Permit (NPDES) and WSSC requirements for discharge to the sanitary sewer system. Please review the attachments for a more detailed explanation of the work and required performance metrics. The annual estimated value of the proposed requirement is approximately $1.5 million - $2.5 million per year. The General Intent of this requirement is to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. The period of performance will be for one base-year with an additional four (4) optional one-year periods. The anticipated date of award is June 30, 2022. ANY INTERESTED SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, North American Industry Classification System (NAICS code), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that CLEARLY demonstrates the offeror�s ability to successfully provide the services requested above. 3) Provide two (2) completed Corporate Experience Questionnaires (attached) demonstrating successful performance on projects of similar size and scope to the requirements described in the SOW and all attachments. 4) Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). 5) All interested Offerors should submit Capability Statements and completed Corporate Experience Questionnaires by 10:00 AM EST on Thursday, April 28, 2022 whitley.miller@nih.gov and neha.dhir@nih.gov.
