- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This market survey/sources sought is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements described in this announcement. Prospective contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in the future solicitation or contract award as this survey is for planning purposes only and may not result in a solicitation or contract. The government will not reimburse participants for any expenses associated with their participation in this survey. The requirement is currently part of the 8(a) Program and the Engineering Research and Development Center (ERDC) is focused on obtaining information from 8(a) certified businesses only. It is anticipated that if a solicitation is issued for the requirements of this announcement, it will be issued in accordance with 8(a) procedures at FAR 19.8. The applicable North American Industrial Classification System (NAICS) Code is 541611 - Administrative Management and General Management Consulting Services with a small business size of $16.5 Million.� DESCRIPTION: The Navy DoD Supercomputing Resource Center (Navy DSRC), Stennis Space Center, MS, manages and operates one of the most capable High Performance Computing (HPC) centers within Federal Government.� The Navy DSRC is a premier provider of high performance computing services and support to the United States Department of Defense scientists and engineers. It is one of five supercomputing centers established under the auspices of the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP).� The Navy DSRC supports the DoD HPCMP by maintaining and providing a HPC capability with primary emphasis on support of the largest, most computationally intensive HPC applications and delivery of time critical HPC services to directly support DoD operations worldwide.� The scope of this contract will be for the contractor to assist management of existing ongoing Navy DSRC related efforts by providing business office support. The objective is for the contractor to provide administrative and financial services, clerical, and support services to technical, professional and management level staff for project tasks in all phases of planning execution in support of the Navy DSRC�s mission. This requirement will not include personal services or inherently governmental functions. EXAMPLE TASKS MAY INCLUDE: Business Administrative Support: Prepare a variety of program documents and technical writing, editing, and revising program documentation Organize and perform data analyses of program documents Provide logistical support for meetings Schedule appointments/meetings; coordinate travel arrangements; generate/maintain travel schedules to include status of orders and itineraries Screen telephone calls and refer calls to the appropriate personnel Generate correspondence to include electronic mail and forward correspondence to appropriate personnel Maintain suspense records and office files Review and evaluate administrative directives and develop implementing instructions for said directives Financial Analysis Provide financial data entry/budget preparation Provide analysis support Implement Navy DSRC and HPCMP policies and procedures Maintain documented records supporting financial forecasts used in the rate and budget area Respond to rate and budget questions and provide explanations to ensure management understanding Participate in quarterly budget reviews Reviews the balance of obligated and expended funds, determines current rate of expenditure, and identifies cost factors that may influence the rate of expenditure.� Analyzes and evaluates cost data to project funding requirements for multiple contracts based on historical burn rates REQUIREMENTS: The minimum-security requirement for this contract is a National Agency Check with Inquiries (NACI) prior to start of the contract. If this requirement is issued, the government intends to issue an estimated period of performance of a 12-month base period with four-12 month option periods.� This notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or to ultimately award a contract. All information submitted in response to this announcement is voluntary. As noted, the U.S. Government is in no way liable to pay for or reimburse any company or entity that responds to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed by the government. Do not submit pricing information in response to this Sources Sought. Interested contractors shall provide a capabilities statement that describes your company�s corporate knowledge and relevant experience in providing the same or similar type business support services within the last five years either for the US Government or in private industry.� In addition, please provide an overview of your ability to obtain NACI checks for its employees prior to start of employment.� All information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities.
