- Description
- NASA Goddard Space Flight Center (GSFC) has a requirement for training and certification courses for GSFC and non-GSFC personnel on Workmanship Standards and Electrostatic Discharge (ESD) Control Certifications. This acquisition is for firm-fixed-price (FFP), indefinite delivery-indefinite quantity (IDIQ) contract with an ordering period of five (5) years from the contract�s effective date, along with an option (FAR 52.217-8) to extend services for a period not to exceed six (6) months. NASA GSFC intends to issue a sole source contract to acquire the services from KBRwyle Technology Solutions, LLC (KBR) pursuant to 10 U.S.C. �2304(c)(1): �Only one responsible source and no other supplies or services will satisfy agency requirements.� NASA GSFC requires near-site workmanship training to be conducted by NASA Level A certified instructors per NASA STD 8739.6. To minimize disruption to mission critical services with a number of trainees/participants who are design and assembly critical providers, just-in-time workmanship training is imperative, especially for those trainees supporting flight Projects with tight schedules. KBR is the only contractor that has NASA Level A trainers certified in a near-site location. KBR is able to provide a classroom facility that accommodates both lecture and practical instruction that is functional and safe for the students. KBR�s facility provides for adequate ventilation when soldering is being performed and control of optical fiber scrap to prevent injury. The facility also meets the National Environmental Policy Act (NEPA), mini-NEPA (regarding local environmental laws), and Occupational Safety and Health Administration requirements.�� The Government does not intend to acquire a commercial item using FAR Part 12. ��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Bianca Peters (bianca.a.peters@nasa.gov) and Eric M. Borrero (eric.m.borrero@nasa.gov) not later than 5:00 pm Eastern Time (ET) on May 06, 2022.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
