- Description
- The purpose of Amendment 0001 is to�advise candidates that they are not required to have a complete/active SAM registration at the time of offer submission, given the recent transition from DUNS numbers to Unique Entity IDs (UEIs).� However, candidates should initiate the registration process immediately, as SAM registration must be complete (i.e., be in ""Active"" status) by the time of contract award, which is approximately 30 days after the offer submission deadline. MCC may remove a candidate from further consideration if they have not yet completed their registration at the time of contract award. Questions regarding SAM registration should be directed to the Federal Service Desk. --------------- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�Subpart�12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-04, effective as of 30 January 2022. Announcement Number: 95332422Q0035 Title: Economist, Department of Policy and Evaluation Position Information: Full-Time, Personal Services Contractor (PSC) One year (2,087 hours per year), renewable for up to four (4) additional one-year option periods at the sole discretion of the Government. Pay Band: 3B, $102,000 � $171,700 ($48.87 � $82.27 per hour)* with potential for advancement to pay band 3A in accordance with MCC clause 52.237-73 (Advancement Ladders for Personal Services Contracts) in Section H of the solicitation. See https://www.mcc.gov/careers/pay-bands.� *In addition to the direct compensation referenced above, a Full-Time PSC will receive a pay supplement of 15% of the contractor�s direct labor cost in lieu of fringe benefits. Periodic international travel to support position duties may be required. Note: Candidates permanently residing outside of the Washington, DC metropolitan area may require a waiver for approval of remote working arrangements. Type of Contract: Time-and-material (T&M) with one (1) one-year Base Period and four (4) one-year Option Periods (for a total potential contract period of five (5) years). Multiple awards may result from this solicitation.� All quotes will be retained and may be utilized for requirements for a period of 12 months after the RFQ deadline. Scope of Position: The Economic Analysis (EA) Division of MCC�s Department of Policy & Evaluation (DPE) requires a full-time Personal Services Contractor (PSC) to serve as an Economist to conduct growth analytics, perform root cause analysis, evaluate quality of the economic logic in proposed programs as well as lead cost-benefit analysis and beneficiary analysis of proposed projects and activities. The Contractor may also support environmental economic modeling and incorporate data and insights on climate-related considerations into economic analyses. The Contractor must possess expertise in the field of economics or environmental economics, and have experience applying economic theory, principles, and techniques to issues of economic growth in developing countries. The Contractor will work in a multidisciplinary team environment, in collaboration with other economists and technical staff at MCC, under the direction of MCC�s Managing Director for Economic Analysis. The Contractor will provide leadership and technical oversight to members of the EA Division as requested, as well as work to support DPE initiatives and agency-wide programs.
