- USAID/Uzbekistan intends to modify the Contract No. 72011520C00002 USAID Agribusiness Development Activity with Chemonics International Inc. to increase the total estimated cost by about $13,100,000, increasing the total estimated cost of the ADA award from $18,903,671 to $32,003,671. Under this proposed modification, the Contractor will expand the job creation and business opportunity targets in the agricultural value chain, including, inter alia, immediate assistance for returning migrant workers and mitigating the impact of lost remittances from Uzbek citizens working in Russia by creating jobs in the agricultural value chain and improving declining food security. In addition, the Contractor will expand its focus on women economic empowerment, targeting more rural women and Uzbek migrant workers. Activities in the area of women economic empowerment will promote rural women�s engagement in the workforce and might include: trainings to increase the reach of existing business skills and vocational training programs; microfinance by partnering with the Uzbek Association of Microfinance Institutions and Credit Unions to provide USAID training graduates with loans to support the launch or expansion of their businesses; co-funding equipment and supplies through a Gender Development Fund; Internship, Employment, and Mentorship Programs; agriculture extension Services; opportunities to work with experienced artisans; and customized training for women at-risk and survivors of GBV. Community-based interventions intending to achieve social norms change will be weaved into activities. The Mission has a unique opportunity to expand the scope with previously unanticipated sources of funding, targeting growing U.S.G. foreign policy priorities in Central Asia. Given the Contractor�s highly specialized services (i.e., proven expertise in the Uzbekistan agribusiness sector and its network of services providers in the agricultural sector); its relationship with the Government of Uzbekistan�s Ministry of Agriculture (e.g., its successful execution of an MOU between USAID and the MOA); its current operational capacity to achieve the revised targets; and current ability to legally work in Uzbekistan (i.e., registration), this Contractor is uniquely qualified to implement the expanded scope during the contract�s existing period of performance. We intend to use AIDAR 706.302- 70(b)(5), impairment of foreign aid, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. The authority allows the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. No solicitation package will be issued. This synopsis is not a request for competitive proposals.
