This RFI is a market research tool, in accordance with Federal Acquisition Regulation (FAR) Part 10, to determine the availability and adequacy of potential commercial sources prior to determining the acquisition strategy and issuance of an RFQ/RFP. The Government is not obligated to reimburse, and will not pay for any information received from potential sources as a result of this RFI. This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive or sole source contract. 2.0 BACKGROUND All military services, including the Marine Corps, have been actively involved in Positioning, Navigation, and Timing (PNT)/Global Positioning System (GPS) modernization efforts that will culminate in the fielding of new enhanced capabilities to the Marine warfighter. These new capabilities will enable warfighters to benefit from enhanced PNT capabilities offered by Military Code (M-Code) GPS satellite signals and the corresponding ground devices that must be able to receive, use, and/or distribute GPS data received. The Space Systems Command, a subordinate organization of the United States Space Force (USSF), is responsible for leading the development of modernized GPS components. Their primary User Segment focus is the development, testing, and certification of receiver cards and associated Application-Specific Integrated Circuits (ASICs). The major technology maturation efforts associated with Military GPS User Equipment Increment 1 (MGUE Inc 1) M-Code capable receiver cards and ASICs has completed. Each Service is now responsible for procurement, integration/testing, and fielding of an M-Code GPS PNT solution. For all United States Marine Corps (USMC) ground mounted and dismounted applications, the Expeditionary Communications PNT Commodity Management Office (CMO), under Program Manager Communications Systems, Portfolio Manager Command Element Systems, Marine Corps Systems Command (MCSC) is the office responsible for centrally managing the acquisition, development, and delivery of PNT capabilities to all ground system Program Management Offices (PMOs) at MCSC, Program Executive Office (PEO) Land Systems, and other Joint PEOs. 3.0 RFI DESCRIPTION The MARNAV program is the MCSC acquisition effort to field PNT capabilities to the warfighter. This program will incorporate the MGUE Inc 1 M-Code GPS successes from the USSF technology maturation effort as well as additional PNT alternatives to provide a robust Navigation Warfare (NAVWAR) compliant capability to the warfighter. This is a new requirement with no incumbent. The MARNAV solution will be integrated into host platforms and systems, replacing legacy Defense GPS Advanced Receivers. The PNT CMO has been charged with the identification, refinement, testing, and procurement of all �B-Kit� components of a MARNAV system (i.e., hub units housing M-Code receiver cards, other sensors, and PNT fusion engines; anti-jam antennas; and, other ancillary components). The PMO for each host platform/system has been charged with developing the unique �A-Kit� package (i.e., brackets, cables, integration kits, etc.) their platform requires. Based on responses to this RFI and other assessment activities, beginning in Fiscal Year 2023, the Marine Corps may execute a contract that can provide a proven technology that meets current NAVWAR guidance from Department of Defense (DoD) Instruction (DoDI) 4650.08, DoD PNT/GPS modernization requirements, and specific Marine Corps requirements, as reflected in the Performance Specification (P-SPEC) for the MARNAV System. Any product offered would preferably be a Commercial Off the Shelf (COTS) / Non-Developmental Item (NDI) solution requiring minimal to no modification. In summary, the purpose of this RFI is to seek feedback from industry on the status of potential technologies/systems that can meet the Marine Corps� mounted PNT needs.
