- FULL SOW ATTACHED Physical Security Branch is responsible for safeguarding all ATF facilities using intrusion detection, access control systems, duress systems, CCTV and more.� As part of its mission, PSPB is soliciting quotes for upgrading the access control system for FIPS 201-2 compliance at the Mayaguez and San Juan field offices.� Two Locations: -� The San Juan office is located at: 350 Chardon Ave, Suite 301, Hato Rey PR 00918. -� The Mayaguez office is located at 475 Hostos Ave, Suite 205 Mayaguez PR 00680 OBJECTIVE To upgrade ATF�s access-control systems from LENEL Facility commander hardware to LENEL OnGuard hardware for FIPS 201-2 compliance at the Mayaguez and San Juan Field offices. SCOPE The existing system at the San Juan Field Office, uses UTC Facility Commander with two (2) Microcontrollers and 19 active readers.� The integrator will be replacing all the readers and the controllers in San Juan with Lenel OnGuard equipment to facilitate FIPS-201-2 compliance.�� ATF will be transferring control from the existing Facility commander server to an existing Lenel OnGuard server.� The integrator will be responsible for local configuration of the LNL-4420X controller with network settings which will be provided by ATF.� �ATF will be responsible for all programming once the LNL-4420X has been installed, configured, and connected to the ATF switch in the LAN room.� The integrator will be reusing the existing strike power supply and the strike power supply wires.� If the strike interfaces with the existing reader above the door, the integrator will remove the existing interface units and splice the strike power supply wire, so they are home-run to the respective reader port output in the 1320 or 4420x in the LAN room.� The integrator will wire the 1320 boards using the proper daisy-chain configuration as described in the LNL-1320 installation literature. �The integrator will also configure the beginning and end of line termination jumpers on the appropriate 1320 interface boards per the installation literature. The integrator will use the existing reader wires for the 15 internal readers in the facility. �The 15 internal readers will be HID-920PHPTEK000P2.� The 4 perimeter readers in San Juan will be HID-923PPPTEK000G readers.� The four (4) perimeter readers will require new data wires.� The data wire for these perimeter readers will be Belden 3105 A.� No substitutions are allowed.� The new wire will have the drain wire connected to a common earth ground at the 4420x location.� The opposite end of the data wire drain should be left floating.� The power to the perimeter readers should be a separate 18AWG two conductor wire.� This wire does not need to be Belden wire.� Any typical 2 conductor 18awg wire is acceptable. The positive reader power wire for all readers (interior and perimeter) will be directly connected to the 12VDC controller power supply, via a terminal block.� The positive reader power wire will not be connected to the reader port on the 4420x or the 1320.� The ground wire will remain on the appropriate terminal on the reader port.� The integrator will wire all readers as OSDP.� On the 1320 interfaces and 4420X reader ports the integrator will install a 1K ohm resistor between the reader power ground terminal and the Data 0 terminals.� The integrator will also transfer the existing Ethernet connection from the Microcontroller to the Lenel controller or install an entirely new Cat 6 ethernet connection.� The integrator will also install an HID 6132AKE spacer on all interior readers.� Perimeter readers will use the HID 6132 AKL spacer.� Some of the readers are in/out readers for interview and processing rooms.� The integrator will stagger these readers on either side of the wall to ensure they are not �back to back�, in order to prevent reader field interference. After removing the existing UTC microcontroller housing and panel, the integrator will mount an ALT-TROVE2M2 to house the new LNL-4420x and all 1320 interface boards.� The integrator will also install an ALT-AL1012ULXB next to the ALT-TROVE to provide 10 amps 12VDC to the 4420X controller.� The integrator will install one 12VDC 12amp battery to support the 4420X.� The existing access control system at the Mayaguez office consists of one (1) UTC microcontroller with six (6) active readers.� The integrator will be replacing all the readers and the controller in Mayaguez with Lenel OnGuard equipment to facilitate FIPS-201-2 compliance.�� ATF will be transferring control from the existing Facility commander server to an existing Lenel OnGuard server.� The integrator will be responsible for local configuration of the LNL-4420X controller with network settings which will be provided by ATF.� �ATF will be responsible for all programming once the LNL-4420X has been installed, configured, and connected to the ATF switch in the LAN room.� The integrator will remove all existing WIU-4 interface units and will run new reader data and power wires for all readers.� The readers will connect to the new LNL- 1320 boards which will be in the LAN room with all the other access equipment.� The integrator will wire the 1320 boards using the proper daisy-chain configuration as described in the LNL-1320 installation literature.� The integrator will also configure the beginning and end of line termination jumpers on the appropriate 1320 interface boards per the installation literature. This will be a FIPS-201-2 compliant site, so ATF will likely need extensive testing and troubleshooting with ATF PSPB to ensure the system is authenticating PIV cards properly. The integrator will also be responsible for replacing the existing intrusion system at the Mayaguez field office.� The integrator will replace the existing intrusion control panel with a DMP XR550.� Mayaguez has 3 existing keypads which will be replaced with DMP 7060-W units. The integrator will also replace the 7 existing 360 degree PIRS with Bosch DS-DS938Z PIRS.� The evidence vault motion detector will be replaced with a Bosch Tri-tech DS-ISC-CDL1-W15G.
