Description
The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Signet Electronic Systems, for the following requirement: Statement of Work Introduction VA Boston Healthcare System (VABHS) is requesting services for the inspection, testing and servicing of Fire Alarm Systems, Fire Suppression Systems, Kitchen Suppression Systems, and Fire Extinguishers. Service to include all parts, labor, travel, tools, equipment and personnel necessary to perform all inspections, testing, repair, replacement, and maintenance as required during the contract period at the Brockton, West Roxbury and Jamaica Plain Divisions, including all associated CBOC s and CWT houses. All work to be performed shall be in accordance with the Statement of Work, final contract and final approved quote. Places of Performance 1. Brockton VAMC - 940 Belmont Street, Brockton, MA 02301 2. West Roxbury VAMC - 1400 VFW Parkway, West Roxbury, MA 02132 3. Jamaica Plain VAMC - 150 South Huntington Avenue, Jamaica Plain, MA 02130 4. Lowell CBOC 130 Marshall Road, Lowell, MA 01852 5. Boston CBOC (Causeway Street) 251 Causeway Street, Boston, MA 02114 6. Framingham CBOC 61 Lincoln Street, Suite 112, Framingham, MA 01702 7. Quincy CBOC 110 West Squantum Street, Quincy, MA 02171 8. Plymouth CBOC 116 Long Pond Road, Suite 4, Plymouth, MA 02360 9. 15 Woodside Avenue, Brighton, MA 10. 25 Litchfield Street, Boston, MA 11.34 Boynton Street, Boston, MA Period of Performance: Base year plus four option years. The Options may or may not be exercised. Background VABHS is required by VA, VHA, NFPA, Joint Commission, and OSHA, to test, inspect and maintain ALL Building Life Safety Systems to the requirements of each governing body. 3.0 Scope Furnish all labor, parts, travel, tools and equipment necessary to perform all inspections, testing, repair, replacement and maintenance as defined and required during the contract period specified at the Brockton, West Roxbury and Jamaica Plain Divisions, including required fire extinguisher testing at associated CBOC s. All testing will be completed in accordance with the most recent NFPA codes and Joint Commission requirements. Shall provide all labor, travel, and materials to repair or replace any equipment covered in this contract, to include but not limited to; Fire Alarm components, Sprinkler System components, Suppression System components, Fire Extinguishers, due to premature failure, failure during inspection or testing, discharged due to use, or causes other than damage. Shall provide labor to disconnect/reset Master Box connection for all scheduled Fire Drills at the Brockton, West Roxbury and Jamaica Plain Divisions for all shifts. VA to provide adequate notification for scheduling of Master Box disconnects/resets. Shall provide labor and material to perform annual and semi-annual fire extinguisher inspections at Brockton, West Roxbury, Jamaica Plain divisions, 3 CWT houses and VA owned CBOC fire extinguishers to meet NFPA 10. Annual inspections to be conducted by the 15th day of the month prior to the due date to ensure timely inspection. 4.0 Performance Requirements Shall be certified for; inspecting, maintaining, testing and servicing of; Fire Alarm Systems and associated appurtenances, Fire Suppression Systems, Sprinkler Systems, Kitchen Suppression Systems, Fire Pumps, Fire Hydrants, and Fire Extinguishers. Shall be certified in the inspection, testing, recharging and servicing of Fixed Dry Chemical Extinguishing Systems as required by the Commonwealth of Massachusetts General Law Chapter 148 & 527 CMR 23.00 and as required by the Boston Fire Prevention Code Article XIII, Section 13-02. Shall provide personnel that are factory trained for all work associated with the Fire Alarm systems at each division. Proof of certification will be provided for each employee performing work in connection with this contract. Shall respond to a failed system or alarm condition repair/reset, during or after normal business hours, within two hours of notification to the business office unless other emergency criteria has been agreed upon by this agency. Shall schedule all testing, inspection, and system program downloads with the safety office one week prior to arrival. This includes testing, inspection, and programming associated with project ads and changes. All routine work shall be performed from 7:00 to 4:00 pm, Monday through Friday unless otherwise agreed upon. Shall complete all required paperwork to obtain personal identification verification (PIV) card. Shall also complete the IACIC Health Assessment Clearance/Allergy Screening Program form, in order to gain access to Research areas. This form requires the date of the last tetanus vaccination and purified protein derivative (PPD) test. Shall notify the Safety Office and the telephone operator at each facility, prior to commencing with programming and/or testing, providing the location and duration of the testing cycle. Shall provide customized reports certifying tests have been completed, with pass/fail indications, deficiencies identified, recommended corrective actions. Any changes to current format must be mutually agreed upon. See attachment for current format example. Any deficiencies requiring repairs or replacement not otherwise covered under the scope of this contract will require a quotation for estimated costs for correction. Shall provide labor and materials for the replacement of any covered System component or part found to be defective or has failed. Replaced components or parts will be new and of the original make, model, and manufacturer s part number or manufacturers approved replacement. Shall provide a unique identifier for each deficiency identified during the testing and inspections that can be readily associated with each action and service for the deficiency. Shall provide all labor and material to perform 50% of all F/A device and system testing for Healthcare buildings and 50% of F/A device and system testing for non-Healthcare buildings semi-annually for all required buildings at each (3ea) division. In addition shall provide all labor and materials to provide 100% of sprinkler testing for Healthcare and non-healthcare buildings respectively. Shall provide all labor and materials to perform an annual Fire Pump Test and inspection at Brockton, West Roxbury, and Jamaica Plain divisions and provide pump curve evaluation and comparison reports. Shall provide labor and material to inspect and test jockey pumps at Brockton, West Roxbury and Jamaica Plain Divisions. This testing, inspection and maintenance or repair shall be conducted after normal business hours or weekend. Shall provide parts and labor to inspect, test and certify, all fixed fire suppression hood systems semi-annually at Brockton, West Roxbury and Jamaica Plain Divisions in accordance with NFPA requirements. This includes the replacement of all fusable links. Shall provide testing and maintenance schedule 30 days in advance for each division. Shall test each smoke detector, manual pull station, duct detector and heat detector annually per specific NFPA testing requirements. Testing documents shall indicate that upon initiation of duct smoke detector that signal was received, HVAC unit shut down and associated dampers close. Shall provide labor and material to perform quarterly testing and inspection of all supervisory circuits. Fire pump supervisory signals will be tested and documented. Shall provide labor and materials to perform annual testing and inspection of notification devices (A/V s), magnetic door hold release, egress door release annually according to NFPA and VA requirements. In addition, will assign and label each such device with a unique identifier and applied to testing documentation. Shall provide labor and materials to perform quarterly testing of the City Master Box for operational condition and ring through, including testing of secondary alarm monitoring systems. Each main building fire alarm panel signal shall be tested to ensure fire department receives signal through master Box Circuit and provide testing documentation. Shall provide labor to assist with testing of each elevator at Brockton, West Roxbury and Jamaica Plain divisions. Elevator device testing includes phase one, Phase two and shunt trip testing. Testing at West Roxbury and Jamaica Plain divisions will be scheduled off normal duty hours or weekends and will be coordinated with engineering and the elevator maintenance contractor. Shall provide labor and materials to test and inspect all Fire Alarm remote annunciator stations annually. Shall provide labor and material to test, inspect, maintain all batteries and charging units for associated fire alarm systems and replace any defective system batteries upon failure in accordance with NFPA 72 testing standards. Shall provide labor and materials to perform semi-annual testing of all sprinkler system tamper and flow switches in accordance with NFPA 25. Tamper switches will be tested by number of turns to activation and flow switches by time in seconds to activation, and documented as such on the testing reports. Shall provide labor and material to perform and document all system Main Drain tests annually in accordance with NFPA. Shall provide labor and materials to perform 3 and 5 year testing of standpipe and dry pipe systems in accordance with NFPA 25. Shall provide labor and material to provide annual testing of all fire extinguishers on a semi-annual basis at all specified locations. Annual inspections will be performed on in-service units and semi-annual inspections will be performed on spare units at each division. Reports will be provided indicating units passed or failed and reason. Shall provide labor and materials for all recharges, hydro testing, 5 year inspection and replacement of damaged or expired units. All replacement units will be new and units will be provided with initial inspection tag and ready for use. Shall provide labor and materials to perform testing and inspection of all dry-system suppression systems including pre-action and deluge systems annually. Shall provide labor and materials to test and inspect clean agent suppression systems annually. Shall include 320 hours(annually) of additional labor at normal hour s rate for use at the discretion of the VA for deficiency corrections, emergency repairs etc. Shall include 225 hours(annually) of additional labor at afterhours rate for use at the discretion of the VA for deficiency corrections, emergency repairs etc. Separate line item cost proposal for; Shall provide a unique identifier for each initiating, notification, and door release device associated with the Fire Alarm System. Deliverables Shall provide semi-annual training (4 hour ea) to engineering and safety personnel on the operation and understanding of the EST fire Alarm system including the station fireworks systems. Training will include basic panel understanding, key functions, disabling/enabling of an initiating devices, global disconnects, etc. Shall provide testing, inspection and maintenance reports within 30 days from date of service. Shall provide upgrades to Fireworks systems as needed at each campus. The NAICS code for this requirement is 541690. Signet Electronic Systems is the only contractor capable of providing the required services because governing regulations require that only one contract can be responsible for an existing fire alarm facility at any facility. Signet Electronic Systems has been maintaining the existing fire alarm system for the last eighteen months, therefore, they must continue to maintain the existing system due to governing regulations. This notice of intent is not a solicitation nor is it a request for proposal. However, all responsible sources may submit a capability statement demonstrating their ability to provide the requested services in writing by April 28, 2022 at 12 pm EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
