Description
National Geospatial-Intelligence Agency (NGA) Mentor-Prot�g� Program (MPP) 1.0 Introduction: The National Geospatial-Intelligence Agency (NGA) Mentor-Prot�g� Program (MPP) is seeking eligible Mentorfirms for participation in the Department of Defense (DoD) MPP, in accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS) subpart 219.71 and DFARS Appendix I. Formal proposals are not being accepted at this time. However,Mentorfirms whose Mentor Application are consistent with the intent of the NGA MPP and have an approved Mentor-Prot�g� Agreement may be invited to participate in Phase III to submit a cost proposals subject to availability of funds. 1.1 Objective: The purpose of the DoD MPPis to provide incentives to major DoD contractors to assist Prot�g� firms and increase the Prot�g�s overall participation as prime contractors and/or subcontractors. This is accomplished through technical and developmental assistance from the Mentorto the Prot�g�. Approved Mentor firms will enter into Mentor-Prot�g� Agreements with an eligible Prot�g�. A complete description of the DoD program and eligibility requirements is provided in Appendix I of the Defense Federal Acquisition Regulation Supplement (DFARS). DFARS Appendix I, paragraph I-102(b) details Prot�g� firm eligibility. 1.3 Allowable Developmental Assistance: See DFARS Appendix I, paragraph I-106 for details on allowable developmental assistance. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) may also be utilized to incorporate the use of interns in support of the Mentor-Prot�g� Agreement. 1.4 Goals: NGA is focusing on Mentor-Prot�g� Agreements that are creative, unique and provide a 50% technology transfer component in the technical areaslisted below. Proposed applications and/or agreements consisting primarilyof business infrastructure, management, and marketing assistance will not be considered for approval. MAJOR TECHNICAL CATEGORIES Information Technology Information Assurance/Information Security GIS/Remote Sensing&Imagery Training High End Systems & Hardware Development GIS Support andetc. SPECIFIC TECHNICAL CATEGORIES GEOINT Visualization Tasking, Processing, Exploitation, and Dissemination of the Electromagnetic Spectrum Persistent Surveillance Compressing timelines Horizontal Integration Forward Deployment ofTechnologies Multi-INT exploitation and etc. 1.5 Approach: The NGA MPP is funded by the DoD OSBP and awards Cost Reimbursable no fee contracts to approved Mentorfirms. All contracts shall be invoiced and paid monthly and must include a Monthly Status Report (MSR). The total period of performance for any proposal cannot exceed two-years (24-months).The Government intends to approve multiple Mentor-Prot�g� Agreements per fiscal year. The Government reserves the right to make multiple awards or no awards.
