**THIS SPECIAL NOTICE IS STRICTLY FOR INFORMATIONAL USE. IT ALSO SERVES AS ADVANCE NOTICE THAT A FULL BROAD AGENCY ANNOUNCEMENT SHALL BE SOON FORTHCOMING** **THE BELOW DESCRIPTION HAS BEEN AMENDED TO INCLUDE ADDITIONAL INFORMATION REGARDING THE BAA PROCESS** The National Oceanic and Atmospheric Administration (NOAA) is seeking to explore the microwave hyper-spectral remote sensing technology that has been shown theoretically to provide great advantages to a number of applications important to NOAA. NOAA will be releasing a Broad Agency Announcement (BAA) to leverage previous developments in the technology of hyperspectral microwave sensing. The BAA objectives are the development of a HyMS prototype, deployment of the assembled prototype in an airborne or balloon-based platform, the qualitative and quantitative assessment of the value of the collected data, and the evaluation of their potential value to NOAA�s mission. The purpose of this BAA will be only to explore possibilities for a future state, and will not result in a mission itself at this time.�� NOAA�s expectation is to use the results of the demonstration to assess new technologies for microwave (MW) soundings that provide better data for improved Numerical Weather Predictions (NWP) forecasts and other applications. NOAA also intends to examine how HyMS technology could benefit NOAA�s next-generation space architecture to allow new capabilities for better and more accurate soundings in meteorologically active regions. � The BAA will be posted on the federal contracts opportunities website SAM.GOV. In the BAA, NOAA will be asking for white paper submissions, which should not exceed 5 pages. This shall be a two-step BAA process where selected offerors, based on the information provided in their whitepapers, may be requested to submit their full proposal for the BAA. The agency is planning to conduct an industry day to answer questions related to the BAA. Depending on responses and available funding, NOAA may award zero, one, or multiple study contracts under this BAA. The full BAA is anticipated to be released on the SAM.GOV website within the next couple of weeks. The BAA will be open to all industry, Federally Funded Research and Development Centers (FFRDCs), Government Labs, and Academia. Universities, Institutions, and Small Businesses are encouraged to submit their own response, and/or to join other entities as team members in submitting responses to the BAA.
