Notice of Intent to Sole Source � Synopsis: This is a notice of intent to sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Command Support Division of the Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA 22134 intends to enter into sole source negotiations, and subsequently award a Firm Fixed Price purchase order to the University of North Carolina (UNC), 130 DuBose Home Lane, Chapel Hill, NC 27517, (Cage Code 1SGW3), for the UNC Kenan-Flagler Business School. UNC will to develop a structured analysis of large and small defense contractors. The analysis will examine the strengths, weaknesses, and motivations of each type of prime contractor. UNC business school staff will work with the MARCORSYSCOM team to interpret, analyze and leverage publicly available defense industry information. The instructors are able to assist the Government negotiating team to analyze defense contractor behaviors, understand their business and financial motivations, and leverage these results to balance profit and fee negotiation positions with long-term program costs. Additionally there is post program development of industry modeling that will aid in the analysis of potential business decisions and the impact on program options/outcomes. This training will provide the Government team knowledge, skills, and background to establish and refine negotiation strategies for their contracting efforts. This kind of training is unique and is not offered anywhere else in MARCORSYSCOM. With years of experience working closely with Navy and Marine Corps acquisition programs and senior officials, the University of North Carolina's Kenan-Flagler Business School is uniquely positioned to execute this task. Based on their past performance, the instructors and staff will provide exceptional insight into Department of the Navy Government-Industry business relationships that cannot be replicated at this time. The result of this effort is that the MARCORSYSCOM team is aligned, prepared, and ready to execute a complex procurements with the goal of lowering acquisition costs and realizing significant savings over the life of the procurement. This requirement is a byproduct of the ASN (RDA) sponsored Executive Development Program, ""Understanding the Government-Industry Relationship in Acquisition"" provided by the University of North Carolina's Kenan-Flagler Business School to Government employees. During these executive development sessions, the various defense prime contractors were used as examples on numerous occasions. As such, the business school is able to provide an in-depth understanding of the program objectives, which will allow the business school to complete this requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by this response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become United States Government (USG) property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 611310, Colleges, Universities, and Professional Schools. GENERAL INFORMATION: The information provided herein is subject to change and is not binding on the USG. The USG has not made a commitment to procure any of the items discussed and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.
