Description
The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) has a requirement for one (1) Thermo Scientific Delta Q Isotope Ratio Mass Spectrometer (IRMS). The instrument will include operating software, elemental analyzer, extended warranty, and incidental training and installation services. NASA KSC intends to issue a sole-source contract to acquire the item from Thermo Electron North America LLC 1400 North Pointe Parkway Ste #10, West Palm Beach, CL 33407. The proposed action will be a firm-fixed-price contract. No other supplier can provide the required equipment meeting the technical requirements of the NASA Investigative Chemistry Laboratory (NICL) and Component Refurbishment and Chemical Analysis (CRCA). Thermo Electron North America LLC is the only supplier of the Thermo Scientific Delta Q Isotope Ratio Mass Spectrometer (IRMS) and retails the instrument directly to consumers. As supported by market research, no other vendors are authorized for the sale and distribution of the proposed equipment. The Government intends to acquire a commercial item using FAR Part 12. Installation location: NASA Kennedy Space Center 32899. For additional information, please see the attached justification. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Anthony Islas, Contracting Officer at anthony.islas@nasa.gov no later than 12:00 pm Eastern on 9 May 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
