Description
The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), on behalf of the Communications Electronics Command (CECOM) Software Engineering Center (SEC) is seeking information related to procurement of commercial software licenses and software license maintenance. The ACC/SEC are specifically interested in exploring how commercial software products sold to the Army are licensed, utilized, and purchased to allow for increased flexibility and lower costs to meet the current needs of the Army. See below questions for specific areas of support/concern. At a minimum, the following will be included in all responses: 1. In the case of products that are licensed, whether perpetually or for a defined term, would your company substitute a subscription based model to allow for increased flexibility/decreased up front cost? 2. Would your company be open to licensing your products to allow for scaling (up and down) of license quantities over time to meet mission requirements without reinstatement or repurchasing licenses? 3.�Would your company be open to licensing based upon consumption or usage, i.e. government paying for what is actually used on an annual basis vs installed. For context, much of the fielded equipment SEC procures software for sits in motor pools and connexes and is rarely used, yet we oftentimes must license 100% of our �fleets� due to Software License Agreements that are more reflective of how software is deployed and utilized in industry vs on tactical processing nodes. 4. Would your company be open to the concept of licensing your products utilizing custom, government provided licensing metrics (if provided)? 5. Do you have any other proposed licensing models that would increase the government�s licensing flexibility and decrease aggregate licensing costs? 6. Are there specific contractual remedies which your company believes would increase the government�s licensing flexibilities and decrease licensing costs? 7. Is your company a reseller or original software manufacturer? If a reseller, is your company considered to be a premium partner of the original software manufacturer. A premium partner is defined as a reseller which does not require 3rd party support to resell the required software? 8. Responses should include the company name, CAGE code, company socio-economic status, point of contact, email address and physical address. Responses should also include which software products your company supports/sells to the SEC. Responses must include contact information for company CEO/CFO/President or equivalent overseeing Government customers. This announcement constitutes an official Request for Information (RFI) as defined in FAR 15.201(e). This RFI announcement is for information and planning purposes only and it is not to be construed as a commitment by the Government. The Government does not intend to award a contract strictly on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does not constitute an Invitation for Bid, a Request for Proposal (RFP) or Request for Quotation (RFQ). Information received from Industry in response to this RFI will be considered for formulation of future Government acquisition strategies.
