Description
FI-110, Wildland Fire Observations & Origin Scene Protection for First Responders, Conversion of Instructor Led Training to Online Training U.S. Forest Service National Office TARGET AUDIENCE All first responders, including fire, law enforcement officers, and field resource personnel. TASKS/PRODUCTS/REQUIREMENTS � The contractor will develop a self-paced online course on wildfire scene protection. � All final deliverables for online course will meet 508 accessibility standards. � Developed in Articulate 360 and Adobe software (for video products) or equivalent programs agreed to by the government. � The ability to have access to as wide of users as possible recognizing that not all users will have access to high-speed internet accessibility. � Include: on-line interactive photos with video, self-paced, knowledge checks. � All noted times are estimates. Final times will be determined by Subject Matter Expert (SME) and Contractor discussion. � Utilize existing instructor-led course FI-110 to support as a framework with the provided storyboard. Course Outline 3-6 min: Course Introduction Course objectives 1. Understand the roles and responsibilities of a first responder in support of the investigation of a wildland fire. 2. List the key observations that should be made when responding to a wildland fire. 3. List the five tasks to be performed upon arrival to a wildland fire. 4. Understand basic fire behavior and fire pattern indicators that identify signs of a General Origin Area. 5. Understand the various causes of wildland fires. 6. Understand the requirements of the post-response phase, including the information transfer process. 3- 6 min: Roles and responsibilities of the first responder Unit objectives 1. Describe why accurate fire cause determination is important. 2. Understand the basic responsibilities of a first responder. 3. List the recommended equipment for a first responder. 6-12 min: Responding to the fire Unit objectives 1. Understand the basics of fire detection, fire reporting and dispatch of resources. 2. Understand what observations should be documented while responding to a wildland fire. 8-16 min: Arrival at the scene Unit objectives 1. Recognize the five tasks to be performed upon arrival at a wildland fire. 20-30 min: Identifying the general origin area Unit objectives 1. Understand the basic principles of fire behavior. 2. Display a basic understanding of fire pattern indicators. 3. Understand how to identify the signs of a General Origin Area in a wildland fire. 20-30 Min: Fire cause categories Unit objectives 1. Introduce the basic causes of wildland fires. 3-6 Min: Post Response phase Unit objectives 1. Understand the requirements of information transfer and confidentiality during demobilization and post-fire. Total time est. 1-2 hr DELIVERABLES � Online interactive training course (approx 1-2 hr) � Provide all final source files to include Adobe project files (.prproj, .aep, .psd, etc.) and associated media assets used to generate final video; properly synced and formatted .srt files for closed captioning; and files used to create online course in Articulate 360 to NWCG at conclusion of project. CONTRACTOR RESPONSIBILITIES The contractor shall supply all labor, equipment, supplies, and incidentals necessary to develop the online course for NWCG. Photos and videos will be coordinated with NWCG. GOVERNMENT RESPONSIBILITIES Provide one Forest Service technical point of contact for contractor interaction and logistical support. GOVERNMENT PROVIDED NWCG will provide coordination and support, be point of contact, provide subject matter expertise, facilitate and coordinate agency SMEs. NWCG will provide initial script and storyboard. NWCG will provide photos and video as needed. PERIOD OF PERFORMANCE Project to be completed within six months of award of task order. Contractor, government POC and subject matter experts will develop a schedule for submission of drafts and approvals after award of task order. PLACE OF PERFORMANCE Contractor�s place of business. No travel will be required for this contract.
