- Synopsis of Proposed Contract Action as Required by FAR 5.201 The 81st Contracting Squadron is contemplating a solicitation for a Multiple Award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for base wide fiber optic cable (FOC) installation projects which will be awarded via individual task orders.� The work to be performed under the task orders will consist of engineering, furnishing, installing, and testing (EFI&T) new multi-strand, single mode (SM) fiber optic cable (FOC) from buildings and locations across Keesler AFB to include any necessary trenching, boring, ducting, inner-duct, Manholes, Hand-holes, and Pull Boxes or splices at Keesler Air Force Base (KAFB), as specified within the Statement of Objectives (SOO) to be issued via request for proposal for each task order. The Magnitude of proposed construction is expected to be between $2,000.00 and $500,000.00 per individual task order.� The cumulative IDIQ ceiling is not to exceed $5,000,000.00 over a five (5) year ordering period.� The Government may award up to five (5) individual contracts under the proposed IDIQ.� The initial project will be awarded to the responsible offeror whose proposal represents the best value after evaluation.� Up to four (4) additional responsible offerors may be selected into the program and will be issued task orders for $500.00 to attend a mandatory kick off meeting.� The selected offerors will be given fair opportunity to compete for future projects at the task order level during the ordering period. *** The Proposed Contract Action will involve Controlled Unclassified Information (CUI).� The Solicitation, once issued, will include DFARS Provision 252.204-7019 and DFARS Clause 252.204-7020 implementing NIST SP 800-171 DoD Assessment Requirements.*** This acquisition will be conducted as a Total Small Business Set Aside, utilizing Performance Price Trade-off (PPT) Procedures. �Interested Small Business sources may submit a proposal. �The North American Industry Classification System (NAICS) Code is 238210. �The size standard is $16.5 Million. � The Solicitation Package, Specifications, and other applicable requirements documents, will tentatively be posted on the SAM Website: https://sam.gov on/or around 12 May 2022 with a tentative closing date of 13 June 2022. �The contract performance period for the initial task order will begin 10 days after task order award and will not exceed 150 days.� The period of performance for future task orders will be stated in the individual SOO(s) when issued. All Contractors wishing to do business with the Government are required to register in the System for Award Management (SAM) DoD Database prior to any subsequent award. �SAM Registration may be accomplished online at https://www.sam.gov/SAM/. �Contractors are further advised that failure to register in the DoD Central Registration Database will render your firm ineligible for award. �Registration requires applicants to have a DUNS number. �Recommend registering immediately in SAM in order to be eligible for timely award. �The single source of entry for all documentation pertaining to this acquisition will be https://www.sam.gov. �All interested parties are responsible for checking this website to ensure they have the most current information (i.e., issued amendments, changes to the Statement of Objectives, etc.). �Telephone and fax requests for a solicitation package will NOT be accepted. � ***To be eligible to bid on the Proposed Contract Action, Contractors MUST obtain a Basic Assessment in accordance with DFARS 252.204-7019(d)(1) in order to be considered for award in accordance with DFARS 252.207-7019(b).*** Questions concerning this solicitation may be brought to the attention of Contracting Specialist, Mr. Michael A.
