- 36C24922B0023 PRE-SOLICIATION NOTICE THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) on or about 05/05/2022 for construction services for the following project: Project# 621-22-116 - Install Emergency Power to BLDG. 20 at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $500,000 and $1,000,000 NAICS: 238210 Electrical Contractors and Other Wiring Installation Contractors SMALL BUSINESS SIZE STANDARD: $16.5 Million PROJECT OVERVIEW: Project will consist of running concrete encased duct bank for an emergency power circuit from an existing emergency panel in the building 116 emergency generator building to an existing distribution panel in building 20. The contractor shall furnish all labor, equipment, materials, and supervision to perform the following scope of work to install emergency power to building 20 at the James H. Quillen VA Medical Center located at Mountain Home, TN. The contractor shall identify all existing utilities present within the area of work defined by the drawings before any excavation shall occur. The contractor shall completely prepare the site, including the removal of all grade/subgrade, earthwork, concrete, and asphalt required to properly install and cast-in-place four 4 conduits in concrete encased duct bank, and furnish labor and materials to perform the work as required by the drawings and specifications. The contractor shall secure the area of excavation from all pedestrian or vehicular traffic until the work is complete. This work includes, but is not limited to, general construction, earthwork, concrete, asphalt, electrical. All selections of materials shall be in compliance with applicable standards and codes described in the VA Program Guides & Design Specifications and shall be determined in coordination with the COR. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of bid. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement.
