- This synopsis is hereby issued in accordance with FAR Part 5.203(a) in response to the mandatory 15-day notification before issuance of a solicitation. This is NOT a request for proposals (RFP), Request for Quote (RFQ) or Invitation to Bid. The intent of this pre-solicitation synopsis is to request industry comments for 140F0422Q0025 Rip Rap / Stone / Rock requirements for Julia Butler Hanson National Wildlife Refuge, Cathlamet, WA. The proposed contract will be a single award contract in support of Rip Rap / Stone / Rock requirements for Julia Butler Hanson National Wildlife Refuge, Cathlamet, WA. See attached documents. Rock/RipRap will be delivered in full and offloaded between 6/01/22 and 8/30/22. Additional information: 1. Particular/specific expectations of offloading: Material are to be segregated (in separate piles) i.e 3 piles, the methodology for placing the material is up tp the contractor, although no material is to be piled on the levee. 2. The supplier will be required to provide 3rd party verification that material delivery complies with Oregon or Washington DOT requirements prior to shipment and that material is Class 700. The owner may randomly inspect material with a 3rd party visual inspection at the source and/or delivery site. Submit questions to the Contract Specialist at Robert_Sung@fws.gov. Additional information: A. Lab testing is not required, however, 3rd party verification (who is familiar with the OR or WA state DOT regulations) is required for size requirement of the material. B. Each of the 3 types of materials are to be placed in piles by type. The backing may be placed on the levee. Piles to be a maximum of 20'. C. The intent of the 3"" minus is that this material will be used in a similar fashion as a stabilized construction entrance (SCE) so the larger aggregate range could be 3"" - 6"". Suitable for use by ATV and light truck traffic. Granular B Type II 2 1/2"" minus - Granular Type I 6"" minus or a similar variation. D. Per ODOT 15.5.1.4 Riprap Backing, Riprap backing is either a riprap geotextile or a granular filter blanket placed between the riprap and underlying soil. The riprap backing acts as a filter and prevents the migration of fine soil particles through voids in the riprap. Table 15-6 lists the riprap backing requirements for each ODOT standard riprap class. Riprap backing is not required if the underlying soil meets the gradation requirements of the granular filter blanket. See table 15-6 for standard riprap backing classes (class 700). Geotextile is not acceptable. Location B drop off quantities Class 700 Riprap - 5,200 Tons + 3,000 Tons Option Backing Material - 1,000 Tons + 700 Tons Option 3"" Minus Aggregate - 2,500 Tons + 1,700 Tons Option The site may be observed via any public waterway, however, the USFWS would advise that contractors inform the USFWS 48 hours before a planned visit.
