- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) hereby issues the following Request for Information (RFI) for a Data Fusion system (DFS). The government desires the latest industry concepts and capabilities that could be applied to a DFS for the F/A-18E/F and EA-18G platforms. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY � This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. All costs associated with responding to this RFI will be solely at the interested parties� expense Capability Statements: The Government seeks information regarding the capabilities, past similar experience and technical approach of these efforts and industry's assessment/opinion of the most efficient and cost effective method of executing these efforts. The response should include: (1) Company Profile to include name and address, CAGE code, and Point of Contact (name, email, and phone), number of employees, annual revenue history; (2) Describe your organization�s ability to meet the technical requirements in your response. Be sure to: (a) Describe your qualifications related to the development, integration, and testing of data fusion algorithms. (b) Address your technical solution to the following areas: �������������� Advanced machine learning and artificial intelligence (ML/AI) algorithms �������������� Automated/integrated test simulation.� Describe modeling and simulation (M&S) capabilities. �������������� Single platform vs. multi-platform resource management �������������� System commonality within NAVY, cross-service, cross-blue force actors �������������� Networking solutions (multi-ship actors) �������������� Target prioritization schema/algorithms �������������� Discuss sensor prioritization logic �������������� Multiple levels of security �������������� Hardware/networking requirements (e.g. data size/rates, data buses, processing resources, memory) �������������� Modular open systems architecture design for software and hardware �������������� Discuss how the DFS functionality could be allocated to subsystems/sensors within the platform. Provide DFS �� ������������� architecture diagrams showing interfaces and dependencies. �������������� How does the DFS integrate with and provide information via a crew vehicle interface? Provide graphics to show the ������������� user interface. Explain how/where the operator(s) can interact with the system and its decision-making. �������������� How does the DFS enhance survivability? �������������� How does the DFS enhance lethality? �������������� How does the DFS reduce aircrew workload and improve battlespace situational awareness? �������������� Provide domains and scenarios where the DFS has been used. Include scenarios where the DFS must work in ������������� contested environments. �������������� Detail the data sources and sensor data that the DFS can exploit. For example, track level kinematics, pulse level in ������������� quadrature (IQ), radio frequency (RF) parametrics, etc.� This should include kinematic, parametric and ID inputs and �� ������������� future growth for additional sensor inputs. �������������� Discuss conducting data fusion on raw data once at a central location. �������������� Discuss conducting incremental data fusion at each sensor and/or intermediate processor, and then doing final data ������������� fusion in a central location. �������������� Describe the track file management being used as part of the DFS. �������������� Explain how the DFS has been tested and evaluated, to include methodology and ideology behind metrics used. ������������� Include results of the testing. �������������� Has the DFS ever been integrated into a larger system (e.g., a mission system)? If so, describe how that was ������������� achieved. �������������� Discuss how mission planning can tailor the DFS modes/functionality to specific missions. (c) Identify and describe previous or on-going contracts/programs/efforts with the Government, commercial, or other customers performed, which are relevant to the technical requirements. (3) Identify information required from the Government to support proposal development. RFI Purpose and Limitations The Government's intent is to better understand the current, state-of-the-art capabilities and strategies to determine the best solution. Industry feedback is vitally important, and the Government will be receptive to any and all ideas. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. All material submitted in response to this RFI must be unclassified and properly marked. Submissions will not be returned. Responses shall be submitted by email in a document not exceeding 20 pages to Bobby Kapadia at bobby.h.kapadia.civ@us.navy.mil by the listed Response Date. Responses may also include up to five attachments consisting of briefing slides, pre-printed commercial brochures or sales literature. All items must be in Microsoft Office 2003 (or later) format or Adobe PDF format and should be free of all computer viruses.
