10 THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION.    This is a SOURCES SOUGHT ANNOUNCEMENT only. This is neither a solicitation announcement nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for a solicitation will not receive a response. The purpose of this sources sought announcement is for market research to make the appropriate acquisition decision(s) and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classification in relation to the North American Industry Classification System (NAICS) 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.    The Greater Los Angeles VA Health Care System (GLAVAHCS), located at 11301 Wilshire Blvd, in Los Angeles, California 90025, is seeking a potential contractor to provide preventative HVAC maintenance for the South Campus.       The contractor shall provide all manner, means, methods, equipment, expertise, incidentals, labor, materials, parts, supervision, supplies, tools, transportation, and qualified personnel and/or certifications necessary to perform the services in accordance/compliance with current local, state, and federal code(s), directives, laws, regulations, and industry standards at/for the VA Greater Los Angeles Healthcare System. Limitations of Subcontracting provisions shall apply and prior documented experience with performing said services is required. Please see the attached draft statement of work (SOW) for pertinent information which details the Government s needs.     This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. Responders are solely responsible for all expenses associated with responding to this RFI.  DRAFT PERFORMANCE WORK STATEMENT (PWS) HVAC Preventive Maintenance Services GLAHS-WLA South Campus General. It is the intent of the Government to enter into a contract for performance-based PMI services on Government Owned HVAC equipment in accordance with the terms and conditions contained herein. Background. The objectives of this contract are to: Provide a clean and healthy atmosphere which is compliant with all hospital regulatory agencies such as the Joint Commission, CAP, CARF, OMI. Maintain continuous operation of the HVAC and building automation system 24/7/365 days. 1.B.3.Maintain efficient operation of equipment. 1.B.4.Control temperatures through-out the building to satisfy facility requirements. 1.B.5.Control Air Pressures relationships and air exchange rates to meet facility requirements. 1.B.6.Ensure operation of HVAC equipment 24/7/365. Scope. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items to perform HVACR service as defined in this Performance Work Statement. The Contractor shall perform on-site maintenance, repair, calibration, performance verification and quality assurance to keep the equipment covered by this contract in optimum operating condition. Minimum Staffing: The contractor will maintain minimum staffing requirements on a 24/7/365 basis to respond to emergencies in accordance with the response time listed by the facility. The contractor is encouraged to perform maintenance that effects the normal operations of the healthcare facility during off peak hours to the fullest extent possible to reduce patient care interruption. Certain work may only be performed off hours (evenings and/or weekends), as directed by the COR. Specific Tasks. Contractor will conduct a site survey and perform initial inspection of all systems covered under this contract. Contractor will provide written report within the first 120 days of services performed, inspection findings, actions taken, and recommendations for any further actions. HVACR Systems. It is the sole responsibility of the servicing contractor to schedule and perform all preventive maintenance inspections at the intervals specified, at a time mutually agreeable with the Contracting Officers Representative (COR). The VA Greater Los Angeles Healthcare System does not assume any responsibility for reminding the servicing contractor that a preventivemaintenance inspection is due. A copy of the PM inspection shall be provided to the COR at the completion of each inspection. The Contractor shall perform system testing periodically. The Contractor shall inspect and test all systems to ensure the proper efficiency, reliability, and the safe performance of all equipment. Work shall be in accordance with applicable codes, equipment manufacturer s recommendations, and the specifications herein. All tests shall be a part of a Master Schedule. A copy of the Master schedule shall be provided to the COR within the first 30 days of award of the contract. The Contractor shall confirm these test dates to the COR seven (7) days prior to the test. Tests that are disruptive to normal utilization of the building system such as electrical, heating, cooling, etc., shall be performed on weekends or during off hours on workdays at no additional cost to the government. The COR may exercise the option of witnessing these tests. All inspections, tests, cleaning, routine repairing, and other preventive maintenance activities shall be performed in accordance with schedules required by the manufacturer s recommendations, operating history, and Facility requirements. Contractor shall furnish all labor, materials, parts, tools, equipment software, firmware, and supervision to clean, inspect, test, adjust, diagnose as located throughout the VAGLAHS Campus. 1.C.1.F Contractor shall perform on site preventive maintenance inspections. Preventive maintenance shall be inclusive of all O.E.M. recommended checklists for all HVAC equipment and systems. 1.C.1.G The HVAC Service Contract Provider must have access to the APOGEE System at all times. Siemens will be required to provide training to the proposed/incumbent technician. Mechanical Systems. Contractor will perform routine maintenance services during normal business hours. The technicians shall provide inspection and analysis, preventive maintenance, assure continuous operation, repair services and simple modification and improvements. All typical repair and maintenance materials are included in this contract. All materials or parts specified to be replaced during routine services according to manufacturer s service guidelines shall be included as part of this contract. The following are also included as part of this contract. Air filter replacements Refrigeration Equipment Except for Scientific refrigerators and freezers Compressors Pipe insulation Ductwork maintenance and repairs up to 12 Air Balancing Chiller Services HVAC pumps, Motors and Drives The contractor shall obtain all parts, materials, and supplies necessary to perform scheduled maintenance, also known as preventive maintenance (PMI), and shall be responsible for the cost of same within their base bid amount. All parts and supplies shall be approved manufacture/industry standard. The contractor shall adhere to all manufacture s requirements for scheduled maintenance (tasks, frequency, etc). as adequate to preserve any manufacture s warranty on the systems/equipment. All contractor personnel and subcontractors that are used to perform scheduled maintenance during the warranty period shall be qualified by the systems/equipment manufacturer where necessary to preserve the warranty on the systems/equipment. The contractor will also ensure that all scheduled maintenance fully complies with applicable codes and standards (ie., NFPA, ASHRAE, etc.). Contractor shall provide a written plan to replace or upgrade mechanical systems and subsystems to maintain the buildings HVAC systems in an optimal state when economy of repair and efficiencies are no longer reasonable. Reasonable is determined when the cost of repair exceeds 35% of the replacement cost. The plan will include both a simple scope of work and a magnitude of cost. The final decision to implement suggested improvements shall be made by the Contracting officer and the COR. Hard pipe insulation such as Polyisocyanurate with metal or paper jacketing is not included in this contract. Field Piping- Building heating system: Contractor is responsible for piping between the last isolation valve and the point of use in the HVAC system, such as between the isolation valve and the terminal re-heat unit, including the electronic control valve, strainer, related parts, and the return line to the isolation valve. Condensate pans and drains and drain pan treatment. Electrical: Contractor is responsible for complete PMI and service of the electrical portion of the HVAC system from the Load Terminals of the disconnect switch controlling the HVAC equipment. The VA is responsible to provide power to the line side of the disconnect switch and the disconnect switch mechanism. Duct work: Contractor is responsible for maintaining all duct work in a secure condition with minimal leakage. Damage caused to ductwork over 12 will be addressed on a case by case basis and is outside the scope of this contract. No new or replacement duct will be permitted to have insulation exposed to the airstream. The duct insulation will either be external or fully encapsulated, for example: Astrofoil, double wall duct or similar. Contractor is responsible for controlling and monitoring the operating performance of the chillers and related equipment. Any abnormality in operation of this equipment is to be brought to the attention of the COR immediately. 1.C.2.G.6 Refrigeration Equipment: Includes all refrigerators, freezers, Nutrition and Food Service equipment, reach in coolers, cold stations and canteen equipment. Laboratory scientific freezers and refrigerators are excluded from this contract. Air Filters: Air Handling Units, Solar Inverters and Refrigeration Equipment. Filter service to be performed according to the type and frequency as described in the attached VA GLA Air Filter schedule for filter specification and frequency of service. Operation Inspection: Lock out and tag out equipment as required Check all electrical connections. Tighten as needed Check all motor starter contactor surfaces for wear Lubricate air handling unit motor bearings and fan bearings if bearings are not sealed type. Check belt tension and sheave alignment. Adjust as required Check and vacuum clean evaporator coils for excessive dirt and debris Check and vacuum clean condenser coils Check and clean condensate drains and pans, ensure proper drainage Inspect air handling unit fan assembly Check structural integrity of unit Check all mounting hardware Check Delta T s Check Delta P s Check operating controls for proper operation Check for loose/missing nuts and bolts, replace if missing. Check periodic re-zeroing (if applicable). Service 8: Air Cooled Scroll Annual Maintenance Description Customer Notification Lock Out Tag Out Chiller Electrical Inspection Initial Site Inspection Control Panel Calibration Check Remove Lock Out Tag Out and Restore Power Manual Log Compressor Oil Level Check Acid Test Condenser Coil Cleaning w/Backflush Service 9: Air Cooled Scroll Quarterly Maintenance Description Customer Notification Compressor Oil Level Check Initial Site Inspection Manual Log with Hand-Held Device Air Compressor Maintenance: Full services are to be performed, includes all parts, labor and equipment: Lubricant and oil filter changes, air filter changes, oil separator changes, filter mat changes, electrical system checks, filter cartridge replacement, safety control system check, differential pressure check, scavenger line filter check and change, V belt tension check/replace, minimum pressure check valve, inspect and clean coolers, switch over driers, and precoolers semiannually and any other manufacturer recommended preventive maintenance services. All services should be performed at quarterly, semiannual and annual intervals in accordance with manufacturer s recommendations. Equipment is in buildings B295 and B501. Each building is a restricted access building and advanced notification is required for entry. Hearing protection is required in each building. Operations and Air Flow Testing, Monitoring, and Reporting: Contractor shall perform regular testing, trend data and prepare reports on a regular basis including but not limited to monitoring spaces such as Negative pressurerooms, Operating rooms, procedure rooms and any space of interest as requested by the facility. Pressurized (positive and negative) rooms shall be smoke tested for directional air flow and documented in the first week of February, March, May, June, August, September, November, December. Incorrect air flow will be reported to the COR immediately and corrected as soon as possible by the contractor. A written report of the conditions found and any corrections required shall be turned in to the COR by the 15th of each month listed, or the next business day following the 15th. Quarterly Space Differential Air Pressure Testing. Contractor shall provide certified reports for air flow and differential pressure according to the attached schedule. Spaces for this testing schedule may change according to the facility requirements. The facility shall be provided 3 bound copies of each report. Differential Air Flow reports shall be provided within 7 calendar days after completion of testing. Testing shall be performed according to the standards published by the Associated Air Balance Council. Quarterly testing shall be performed no less than 80 days apart and no more than 100 days apart. Annual Crucial Area Validation: The Crucial Area Validation reports shall contain detailed diagrams including the values of each supply and return/exhaust grill, a drawing of the area being tested with the differential air pressure value and a directional arrow indicating air flow. Differential pressure for every door in the subject space shall be tested and documented. The facility shall be provided 3 bound copies of the reports of areas tested within 7 calendar days of completion of the testing. Testing shall be performed according to the standards published by the Associated Air Balance Council.Annual testing shall be performed in the Month of the testing schedule provided.
