- The United States Army, Joint Property Shipping Office-Fort Belvoir, VA., the Mission and Installation Contracting Command (MICC-FB) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to provide packing and crating for 6 levels of services to include Schedule I, Outbound Pick-up services, Schedule II Inbound delivery services and Schedule III Local deliver services for the JPPSO-MA AOR of District of Columbia, Northern Virginia, Maryland and West Virginia. The intention is to procure these services on a competitive basis BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE) SAM.gov. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE SAM.gov FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The contractor will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform [Containerization and local Drayage of Direct Procurement Method (DPM) Personal Property Shipments] as defined in this Performance Work Statement except for those items specified as government furnished property and services. Services include the contractor accomplishing the timely Pick up/Delivery and or Storage of DOD customer�s household goods within the AOR that JPPSOMA has oversite. �The Schedule I, Outbound Pick-up services, Schedule II Inbound delivery services and Schedule III Local delivery services for the JPPSO-MA AOR in the District of Columbia, Northern Virginia, Maryland and West Virginia. REQUIRED CAPABILITIES The Contractor shall provide packing and crating services in support of the areas specified in Program Background (above). Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). The applicable NAICS code for this requirement is 488991 Packing and Crating with a Small Business Size Standard of $30.0 million. The Product Service Code is V003 Packing and Crating. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. �Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, EST, 02 May 2022. All responses under this Sources Sought Notice must be e-mailed to denese.y.henson.civ@army.mil and Jerome.h.newell.civ@army.mil The estimated period of performance consists of 01 July, 2022 through 31 December 2022 with performance commencing in 31 December 2022. Specifics regarding any number of option periods will be provided in the solicitation. The contract type is anticipated to be firm fixed-price contract type. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. In response to this sources sought notice, documentation must address at a minimum the following items interested are to include the following information: 1. Name of the firm, profile, point of contact, address, email address, phone number, DUNs number, CAGE code. A statement regarding business size (including small business type(s), certifications such as SDB, 8(a), HUB-Zone, SDVOSB, WOSB, etc. 2. Identify whether your firm�s capability to perform the required services.� Information in sufficient detail regarding relevant contracts of same or similar in nature of work, size, and complexity.� Include contract description, dollar value, and customer contact information. � 3. The NAICS code contemplated for this requirement is 488991 � Packing and Crating and have a Size Standard of $30 million dollars. The Product Service Code (PSC) is V003 Packing and Crating. In your opinion, does this NAICS code fit this requirement?
