CQ Roll Call is a key legislative database for online information used by USACE decision makers including experts in budget, appropriations, planning, and multiple areas of law because it provides information which other systems do not. Customers need the analysis provided by CQs independent, unbiased legislative research analysts on the implications of all aspects of legislation. The primary use of the product within HQUSACE is for legislative tracking. CQs tracking tools are more numerous and diverse than its only close competitorBloomberg Government. CQs analysis appears alongside the actual legislative document text which means users do not have to attempt to follow legislation in multiple productsa feature not available in other known sources. This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within five (5) days of publication of this announcement.
