- Description
- The Center for Medicare and Medicaid Services (CMS) is acquiring IT services for the continuation� of operations and maintenance for the Data Exchange (DEX) system, as well as to continue making� system improvements utilizing the agile methodology for system enhancements. CMS expects this� system to broadly support the agency�s efforts to detect and prevent healthcare provider fraud,� waste, abuse, and errors in the Medicare and Medicaid health insurance programs. It will achieve� this through greater transparency and alignment among the Medicare and Medicaid programs�� enrollment records and administrative actions. �The DEX system will support the Government in its� efforts to aggregate and distribute information about providers across Medicare and Medicaid, a� requirement of the Affordable Care Act, Section 6501. The Contractor is required to continue to develop, maintain, and support a system for sharing data� among CMS and the separate Medicaid programs of every State. The system will use open source software, commercial off-the-shelf (COTS) products, or a� combination. The Contractor will develop the system using Agile methods, within the CMS Expedited� Lifecycle (XLC) structure. �The Contractor will host the system in a CMS- accredited data center,� provide ongoing enhancements to the system through scheduled releases, support its users and� administrators, and supply standard and ad hoc reports on its data. CMS is developing steps to strengthen the agency�s program and project management related to the� acquisition strategy requirement. �In the absence of an acquisition strategy, key risks and plans to manage the program are considered and captured in this Acquisition Plan. �
