- Page 3 of 3 NOTICE OF INTENT TO SOLE SOURCE Annual Fire Alarm Test Deficiency Repair Veterans Health Affairs, Network Contracting Office 5, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide Annual Fire Alarm Test Deficiency Repair as described below that will not interrupt the continuum of care. This requirement is defined primarily by existing hardware and software already in use at the Martinsburg VA Medical Center, 510 Butler Ave, Martinsburg, WV 25405. The government is contemplating a Base +4 option periods Firm Fixed Price contract to satisfy this requirement and meet the needs of the patient population at the Martinsburg VA Medical Center. BACKGROUND Experience & Technical Qualifications of Personnel: ALL TECHNICAL PERSONNEL engaged in the work to be accomplished under this contract, shall meet GSA National Standards, which require NICET level II in Fire Alarm or approved equivalent and possess at least the minimum years (as noted) of recent (within the past 7 years) experience in the operation, programming, testing, repair, installation and inspection of the equipment and systems comparable in complexity to systems covered by this contract,. All personnel must possess all certifications and licenses required by federal, state, and local jurisdictions. Must be certified to program the Edwards System Technology (EST) fire alarm system as well as the Fire Works computer program, All Fire alarm technician s description of work must be certified by the National Institute for Certification in Engineering Technologies (NICET) and hold at least a current LEVEL 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Fire Alarm Systems, or approved equivalent. All fire alarm technician s performing contract work shall meet the service personnel qualification requirements in the current edition of NFPA 72. (Note: Minimum 5 Years Experience) SCOPE Contractor shall provide parts, labor, material for troubleshooting, repair and re- test for the fire alarm system deficiencies and related components at the Martinsburg VA Medical Center. The following materials and repairs are needed: Program/reprogram 14 devices Program/reprogram in fireworks 14 devices Trouble shoot 1 device Troubleshoot 102 AV devices Move/reinstall 4 devices Replace 1 Manuel station glass rod Replace 66 batteries Retest/test 7 devices Note: The contractor must have the in-house ability and certification to program the EST fire alarm system. DELIVERABLES Turn-around time 2 business days.
