- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Photon Spot, Inc., of Monrovia, CA, under the authority of FAR 13.106-1(b) for one Compact Closed-Cycle Cryogenic Cooling System.� Background Information and Basis for Sole Source In the Information Technology Laboratory (ITL) at the National Institute of Standards and Technology (NIST) is performing research to develop a quantum network testbed for component and protocol testing, verification and characterization. This testbed will be implemented on the NIST campus and consists of a fiber network dedicated to quantum optical signal transfer between various quantum network nodes. To be able to perform most state-of-the art measurements of most state-of-the art single photon devices, such as detectors and sources, the Government requires one compact, closed-cycle cryogenic cooling system to augment our air-cooled, Gifford-McMahon cryocoolers (Sumitomo model #SRDK-101D). The cooling unit will be attached to the cold stage of an existing Sumitomo cryocooler and will allow our testbed to reach a base temperature of 1 K, below the 3 K achievable with our Sumitomo system. The system will allow the Government to operate our single-photon detector characterization test suite for cryogenic superconducting detectors, which require operating temperatures below 3K. The Government identified the Photon Spot F2P300L to be the system to fulfill our needs. This system can be integrated within our existing setups without any mechanical modification (a design change which would cost about $10,000), we have the software in written to run the unit and our internal cryostat wiring is laid out to work with this unit. The Cryogenic Cooling System must meet the following requirements: A Photon Spot F2P300L system Cold stage base temperature less than 1K or colder Run time: at least 12 hours continuously with 100 microwatt thermal load at 1K or colder Cycle time (<1K to 4 K back to <1K): less than 90 minutes Fully compatible with our existing air-cooled, Gifford-McMahon cryocooler (Sumitomo model #SRDK-101D), which can reach a base temperature of 3 K and has a cooling power of 100 mW at 4.2K RuO2 thermometer fitted to the base plate Diode thermometry to pumps and switches supplied by vendor The entire unit must be less than 9� tall, and no more than 3.5� in diameter The system (or similar units) must have a demonstrated record of being used to cool devices below 1K.�� The manufacturer must have sold similar units and have a track record of good after-market customer support, e.g., repairs and spare parts.� References/past customers must be available upon request. Based on the Government�s market research, Photon Spot, Inc.�s Freeze4 Sorption Capacity Fridge is the only closed-cycle cryogenic cooling system that can meet the Government�s requirement.� General The North American Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing.� The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 a.m. Eastern Time on May 6, 2022 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
