- *AMENDMENT 1: Response due date extened through April 30, 2022 2:00 pm ET* This is a notice of intent to issue a sole source order to LeoLabs Federal, Inc. (LeoLabs) located at 4795 Meadow Wood Ln Ste 315, Chantilly, Virginia 20151 USA. The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Space Commerce (OSC) has a requirement for space surveillance tracking data (observations, state vectors, ephemeris, etc.) from a radar (all weather, day/night) surveillance system. The radar derived data must come from �multiple collection sites located in both the northern and southern hemispheres from a system that currently provide commercially available coverage of space objects in Low Earth Orbit (LEO) independent of and not reliant on US government systems. OSC and NESDIS has a requirement evaluate the suitability of commercial radar space situational awareness data for use in the Open Architecture Data Repository�s (OADR) basic safety mission. LeoLabs is currently the sole industry provider of real-time LEO object tracking data and Space Situational Awareness (SSA) support based on a global radar network with northern hemisphere, equatorial and southern hemisphere coverage. LeoLabs is the only company currently commercially providing an aggregated data set of commercial and government data to operational customers for operational use. LeoLabs provides critical SSA support via 6 radars strategically located in both the northern and southern hemisphere (Alaska, Costa Rica, New Zealand, and Texas).� LeoLabs is the only end to end system providing critical LEO object tracking data to commercial and government customers, independent of the United States Space Force (USSF). No other provider could deliver any meaningful amount of data immediately after an order is issued in Fiscal Year 2022, and no other provider is doing regular calibration of their data for use with the government data we are using from the 18th Space Squadron. A sole source justification is being prepared in accordance with FAR Subpart 13.501. The statutory permitting this sole source acquisition is 41 U.S.C. 1901, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). This notice is not a request for competitive quotes or proposals; however, vendors that have questions regarding the sole source nature of this requirement or vendors that believe they can fully provide the required services may submit written documentation to the Contracting Officer and Contract Specialist listed below within ten (10) calendar days of this notice. Information received will be considered solely for determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government.
