Amendment 0003 1)� Request for Clarification:� General, Surface Preparation:� Standard spec 5000 lists 3 acceptable methods for surface preparation, are all 3 methods acceptable for the deck machinery that requires preservation?� - CG Response:� See WI -9 -Table 1 �Task 23 �Preserve� The surfaces for this work item are considered �Critical Coated Surfaces� IAW SFLC STD SPEC 0000.� Contractor must abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000, paragraph 3.2.4.2 (In-process QC measures for �critical-coated surfaces"".� Requirements written within the specification WI take precedence over Std Spec.� 2)� Request for Clarification:� General, Crane Limitations Will the vessel be docked at a bulkhead or a pier? And what are the weight limitations of where it is docked? - CG Response: No crane loading restrictions on your (CG) section of the wall.� We had a 250 ton crane set-up in your area about 5 years ago to load a 100 ton boiler on a barge, just to be safe they used large timber matts and got engineering approval (attached) to load the wall.� Contractor needs to submit a lift plan (attached) to our office for approval before coming aboard. That should go from them, to you for review, and then to us. We approve/disapprove the plan then you can set-up a day for the cranes arrival for our inspections. 3)� Request for Clarification:� Work Items 10 and 11, Interferences:� No interferences are listed for items 10 and 11, are there any items that will need to be removed or replaced to complete the work in the specification? - CG Response: Work Item 10. 3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). - Work Item 11. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). None specifically listed.� Contractors were/are encouraged to plan site visits. 4)� Request for Clarification:� Site Visit:�� Can a contractor visit the vessel before submitting a bid? - CG Response:� Site visit were to be completed by 1 February, POC for the Cutter can be contacted to see if arrangements can be made.� Contact information is listed in the Solicitation. 5)� Request for Clarification:� Work item 12, water level:� Will the gray water tanks be pumped down to low suction? If not what quantity of liquid is expected? - CG Response:� Yes, all affected tanks will be pumped down to low suction. Amendment 0002 Request for Clarification:� Work Item 10, Para graph 3.2 Space for flooring Renewal:�� The passageway listed does not cover 350 sq ft. Does the 350 sq ft include the adjoining spaces? If so, which ones? Coast Guard Response:� Amended specification to REV-2 and pricing schedule for correction.� Revised WI-10 - Table 1 to clarify affected spaces and updated SQFT. Amendment 0001 Request for Clarification:� Work Item 9, Para graph 3.2) Appleton is informing us that the Original Winch control valve block & main winch assembly are both obsolete and are asking if the IDA LEWIS has the replacement valve assembly installed and the updated replacement main winch installed already? Coast Guard Response:� Yes: The TCTO for the main winch and valve block assembly was completed in 2019. ----------------------------------------------------------------------------------------------- COMBINED SYNOPSIS/ SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-03 effective 1 January 2022. This requirement is being solicited as a total small business set aside using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. The NAICS Code is 336611 � Ship Repair with a small business size standard of 1,250 employees. The solicitation number is 70Z08522QIBCTX303. SCHEDULE OF SUPPLIES/SERVICES: See Attachment 1. DESCRIPTION OF WORK: The Contractor shall furnish all necessary facilities, labor, materials, services, equipment, supplies, power, accessories, special tools and such other things as are necessary to perform various Dockside Repairs of the USCGC IDA LEWIS (WLM 551), a 175 foot Coastal Buoy Tender, all in exact accordance with this solicitation and the attached specification (attachment 2).� Scope of services shall include ship repair and associated support work, and may include work that is not currently listed as Definite Items. � CONTRACT TYPE:� This solicitation is a request for quotes (RFQ) that will result in the award of a firm fixed price contract solicited under FAR PART 12 and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, subject to availability of funds. CONTRACT PERIOD OF PERFORMANCE: The period of performance is for forty nine (49) calendar days with a start date of 2 June 2022 with an end date of 21 July 2022. PLACE OF PERFORMANCE: The place of performance is the Cutter�s home pier.� �� CUTTER�S HOMEPORT: �47 Chandler Street, NAVSTA NETC, Pier2, Newport, RI QUESTIONS: It is strongly encouraged to submit questions regarding this solicitation by 2 February 2022, at 10:00 AM EST.
