The Government's acceptance of the contractor'sproposal constitutes bilateral agreement to ""issue"" contractual documents asdetailed herein. Early and incremental deliveries accepted. The Government intends to award to the source whose proposal represents the Best value to the Government. Offers will be evaluated according to the following factors: 1. Vendor to deliver 3 units in 12 months after contract award or sooner. 2. Past performance, be able to provide proof of ability to manufacture and be able to deliver as per delivery schedule in contract for same or similar items 3. Cost and Pricing. Delivery is the most important factor with an acceptable/unacceptable criterion. Past performance is second to delivery with an acceptable/unacceptable criterion. Proof of ability to delivery and manufacture as per deliver schedule shall be for previous contracts awarded for same or similar items. Cost and pricing will be evaluated on best value to the Government. The purposeof the price factor is to determine if the proposed price is fair and reasonable. In no event will the Government make an award against an offer that the Government does not find to be fair and reasonably priced. 4. PAST PERFORMANCE INFORMATION FORM (PPIF) will be submitted with proposal, if PPIF is not available, contact Contracting Officer at michael.j.zuccarini.civ@us.navy.mil for a copy. \ 1. SCOPE 1.1 Articles to be furnished hereunder shall be manufactured, tested and inspected in accordance with ;Hughes; drawing number ( ;82577; ) ;259255-10; , Revision ;Latest; and all details and specifications referenced therein. 1.2 The use of MIL-W-81381 wire in any item to be delivered under this procurement is prohibited. The foregoing prohibition applies notwithstanding any reference to MIL-W-81381 wire that may be made in any of the drawings or specifications for this procurement. MIL-W-22759 series wire shall be used in lieu of MIL-W-81381 wire, in any place where MIL-W-81381 wire is cited in this procurement. Any questions concerning this requirement should be directed to the Procuring Contracting Officer. 1.3 If MIL-STD 454 is referenced in the drawings or in the specification, the contractor is expected to show compliance with the latest revision of MIL-STD 2000 paragraph 1.2.6 (Soldering Specification). Contractors will not be denied consideration for contract award solely because they have not been able to obtain certifications due to unavailability of class billets in authorized soldering training schools. Contractors making a good faith effort to obtain class billets to certify the necessary personnel shall be given equal opportunity to do so and to compete for contracts. 2. No new data/report shall be generated solely for this data requirement. The effort required to satisfy the CDRL shall not exceed 8 hours per quarter report. (1) The Reliability Test Plan document shall be in narrative/outline form and shall be limited to the description of the Environmental Stress Screening that is performed for each of the articles of the contract. If no screening is performed for an article on the contract, this shall also be so indicated in the document. (2) The description of the Environmental Stress Screening shall be compared to the guidelines of NAVMAT P-9492, and shall discuss the identification of potential failure areas relating to design, manufacturing processes, and/or componets used in the article's assemblies. If available, field and test failure data can be used to further define the expectations of failures that could be seen during the performance of the Environmental Stress Screening, or the fact that no screening is being performed. (3) If there is Environmental Stress Screening, the narrative and/or outline shall include but not be limited to the identification of the environmental conditions, cycling test, heat soak; and the criteria for pass/fail of an article as a result of the screening tests. (4) If a drawing or specification is referenced as part of the narrative, the drawing or specification may be required to be submitted with the narrative (5) The preparation of the ""Reliability Test Plan"" shall be limited to the use of data generated elsewhere in the contract. No new data/report shall be generated solely for this data requirement.
